Mr. Burt said, in
9 any event, Mr. Bona will have a lot more room for parking
10 and won't have to park cars he' s working on in front of
11 the home on 27th Avenue.
12
13 Mr. Jadnick who had referred to that problem earlier in
14 the evening told the Council he would be in favor of any
15 plan which prevented the gas station from parking in
16 front of his house. He then informed the Manager that
17 all business at the butcher shop had not stopped and
18 there were still 18 wheelers pulling in and out from that
19 property which now houses a catering business which has
20 meat coming in from all over.
21
22 The City Attorney had advised that the City was well
23 within its rights to lift the moratorium on the gas
24 station property while extending it for the remainder of
25 the triangle where the work is not complete. Mr. Burt
26 said the Attorney had also told him he would be writing
27 up the agreement for the extension of the moratorium
• 28 which would reflect the area remaining for
29 redevelopment. The Manager indicated the Planning
30 Commission would be working on the Comprehensive Plan
31 dealing with this redevelopment in August and would then
32 address the rezoning of the two cafe properties. He
33 estimated the Council would have the Plan and rezoning
34 proposal by October, by which time, hopefully the City
35 will have purchased those properties. However, if
36 condemnation is necessary, staff will have to return
37 asking for another year's extension.
38
39 Mayor Ranallo proposed delaying action on the extension
40 until the Council ' s August 11th meeting when Mr. Bona
41 should have more firm plans developed for the Council to
42 fit into the changes proposed for the South End. The
4.3 moratorium extension was then laid over to the August
44 11th Council meeting.
45
46 Mr. Cavanaugh spoke up saying he thought it would be a
47 serious mistake to carve the filling station out of the
48 master plan for the South End. He was concerned that the
49 changes proposed by the station owner might not conform
50 to the rest of the improvements. He suggested that since
51 the City has the leverage of the moratorium, the plans
•
