Ordinance No . 1992-010 , Re : Rezonina Kenzie Terrace <br /> 14 (Second Reading) <br /> 15 <br /> 16 Councilmember Marks left the Council Chambers before any <br /> 17 discussion or vote of the ordinance commenced. He stated his <br /> 18 conflict of interest in that he has a business relationship <br /> 19 with the owner of one of the properties addressed in the <br /> 20 ordinance . <br /> 21 <br /> 22 Motion by Enrooth, second by Ranallo to approve the second <br /> 23 reading and adoption of Ordinance No . 1992-010 being an <br /> 24 ordinance relating to zoning, rezoning certain property from <br /> 25 commercial to single-family residential . <br /> 26 <br /> 7 Roll call : Enrooth, Fleming, Wagner, Ranallo - aye <br /> Marks - not present <br /> 30 Motion carries <br /> 31 <br /> 32 B. Ordinance No. 1992-009, Re: Housina Maintenance Code <br /> 33 (Third Reading) <br /> 34 <br /> 35 Councilmember Marks advised he has discussed the composting <br /> 36 portion of Ordinance No. 1992-090 with a professor . He felt <br /> 37 the ordinance leaves out some fairly common ways to compost <br /> 38 effectively. The method specifically discussed does not use <br /> 39 oxygen and is very effective. He felt vermin would be <br /> 40 attracted if the ordinance is passed in its present form. He <br /> 41 also suggested that having the size of a compost pile limited <br /> 42 to 100 cubic feet was not advisable as heat is generated in <br /> 43 larger masses . High temperatures are desirable and would <br /> 44 affect the elimination of odors . <br /> 45 <br /> 46 Councilmember Marks has material regarding composting from the <br /> 47 University of Minnesota , the Hennepin County Recycling Office <br /> 48 and the Ramsey County Recycling Office which supports his <br /> 49 suggestions . He also contacted the Hennepin County <br /> 50 Environmental Services and received a packet of information <br /> • <br />
