REGULAR COUNCIL MEETING <br /> AUGUST 10 , 1993 <br /> 3 PAGE 4 <br /> 4 <br /> 5 <br /> 6 Motion by Wagner, second by Fleming to approve the conditional <br /> 7 use permit as requested by Independent School District #282 <br /> 8 based on the same findings as the Planning Commission which <br /> 9 were; there was no opposition expressed to its approval , all <br /> 10 three conditions for approval were met , and to include the <br /> 11 following stipulations ; the portable unit may remain in place <br /> 12 for a period of 24 months from the date the unit is placed on <br /> 13 site, the electrical wiring for the portable unit must . be <br /> 14 encased in a safe manner, the bottom skirting area and hitch <br /> 15 must be concealed with appropriate material and, there will -be <br /> 16 no plumbing. <br /> 17 <br /> 18 Motion carried unanimously <br /> 19 <br /> 20 <br /> 21 2 . Variance Reguest - Mary McCrossan, 3019 31st Avenue <br /> 22 <br /> 23 The house construction on this property was begun in 1992 when <br /> 24 the City had no ordinance requirements regarding lot coverage. <br /> 25 During the 1993 recodification process, this issue was <br /> addressed and a thirty percent lot coverage policy was <br /> adopted . <br /> 29 Initially, the builder, Janice Kahn, and the owner planned to <br /> 30 raze the existing garage along with the fire damaged home. At <br /> 31 a later date, it was decided to leave the garage for use as a <br /> .32 playhouse and for storage. This resulted in the newly- <br /> 33 constructed home and other impervious surfaces having a lot <br /> 34 coverage of approximately 31 . 6% . <br /> 35 <br /> 36 The variance needed is for an additional 9. 7% lot coverage <br /> 37 over the existing 31 . 6% lot coverage resulting in total lot <br /> 38 coverage of 41 . 3% . <br /> 39 <br /> 40 The Building Inspector has viewed the garage and noted there <br /> 41 appears to be no structural deficiency. He did recommend that <br /> 42 .. the garage roof be re-shingled within one year as he feels it <br /> 43 does not match the house roof. Urbia noted that the property <br /> 44 owner has indicated this is agreeable to her. <br /> 45 <br /> 46 The Mayor advised that the Building Maintenance Code will take <br /> 47 care of the siding being redone in a timely manner. <br /> 48 Commissioner Faust stated that the Planning Commission did not <br /> 49 address the siding issue as this falls within the jurisdiction <br /> 50 of the permit process . <br />
