REGULAR COUNCIL MEETING <br /> SEPTEMBER 14 , 1993 <br /> 3 PAGE 8 <br /> 4 <br /> 5 <br /> 6 2 . Police Department Annual Report <br /> 7 <br /> 8 Chief Engstrom invited members of the .City Council to the <br /> 9 Police Department ' s Open House from 6: 30 to 10:00 on <br /> 10 Wednesday, September 15th. <br /> 11 <br /> 12 Members of the Council received copies of the 1992 Police <br /> 13 Department Annual Report . The Chief pointed out that Part I <br /> 14 crimes are now experiencing an upward trend but Part II crimes <br /> 15 are declining. There has been a 468 clearance rate for Part I <br /> 16 and Part II crimes which is higher than the metropolitan area. <br /> 17 <br /> 18 A dramatic increase in some types of crimes is expected for <br /> 19 —1994 and already being experienced in 1993. The Chief felt <br /> 20 this was due in some degree to changing demographics. . Also, he <br /> 21 noted that driving and traffic citations have risen <br /> 22 significantly but accidents have been reduced. <br /> 23 <br /> 24 In response to a question regarding the closing of the Fun <br /> 25 = Center, the Chief responded that the localization of problems <br /> which were associated with those who used the Fun Center are <br /> now more spread out . <br /> 29 Councilmember Fleming is of the opinion that the Police <br /> 30 Department is doing a superb job regarding DWI ' s but the <br /> 31 courts are not . <br /> 32 _ <br /> 33 Some discussion was held about how long a squad car remains in <br /> 34 the Department fleet and the uses it has after it is taken out <br /> 35 of the fleet . <br /> 36 <br /> 37 Mayor Ranallo inquired if the Police Chief is thinking about <br /> 38 _ applying for any of the police funding being made available by <br /> 39 the Clinton administration. The Chief responded he is <br /> 40 currently reviewing the policy but noted he does not have a <br /> 41 real need for spme of the unique items which may qualify for <br /> 42 : . . funding. <br /> 43 . <br /> 44.. The Chief advised there is a DARE informational packet <br /> 45 available for any of the Councilmembers interested in seeing <br /> 46 , . it . <br /> 47 <br /> 48 : . <br /> 49 8 .
