01 Regular City Council Meeting <br /> 2 March 22, 1994 <br /> 3 Page 6 <br /> 4 commented that the Kiwanis will again conduct the Sunday morning breakfast <br /> 5 following VillageFest activities, but that it will not be a part of VillageFest. <br /> 6 Enrooth also discussed the Environmental Quality/Recycling Task Force's February <br /> 7 meeting. He will wait for the minutes to present their recommendation regarding the <br /> 8 recycling center to the City Council. Enrooth noted that residents will be kept up to <br /> 9 date on whether the recycling center will remain open. <br /> 10 Councilmember Marks has been out of the state and had nothing.to report. <br /> 11 Interim City Manager Hamer indicated that the search for a Council/Planning <br /> 12 Commission Secretary to take the minutes at those meetings is complete, with <br /> 13 Council's approval. Lois Bjelke has agreed to transcribe the minutes of the Planning <br /> 14 Commission and the second Council meetings of the month and Karen Long has agreed <br /> 15 to transcribe the minutes of the first Council meetings of the month. They will perform <br /> 16 these services for the same rate of pay as that of the last Council secretary. <br /> Q7 Motion by Marks, seconded by Enrooth to approve the hiring of Lois Bjelke and Karen <br /> 8 Long to transcribe meeting minutes of the City Council and Planning Commission. <br /> 19 Motion carried unanimously. <br /> 20 As an informational update, the Interim City Manager said that the Hennepin County <br /> 21 Assessor's proposed agreement is now in the hands of the County Attorney. The City <br /> 22 Attorney has made some changes to which the County Attorney must agree. The <br /> 23 Agreement will then be submitted for Council's approval. <br /> 24 Also as informational was the appearance of Margaret Tjosvold, who along with her <br /> 25 daughter, Mary Tjosvold, propose to own and operate a foster care home for <br /> 26 Alzheimer patients to be called Trenditions. In addition to Ms. Tjosvold, the financial <br /> 27 officer and home manager were present to speak to the Council about the proposed <br /> 28 foster care home. Mary T., Inc. is the parent company and owns and operates similar <br /> 29 operations in Coon Rapids. Photographs and informational flyers were distributed to <br /> 30 the Council. <br /> 31 Mary T., Inc. proposes to purchase the duplex at 3304-06 - 39th Avenue N.E.. There <br /> 32 will be up to 5 patients on each side with a maximum staff of 3. The proposal appears <br /> 33 to meet City Ordinance's definition of "Family" and would not require Council <br /> approval. However, Council directed staff to contact the City Attorney to assure that <br /> 16 interpretation of the ordinance is correct. <br />
