Mayor Ranallo opened the public hearing regarding use of the 1994 Urban Hennepin <br /> 6 County Community Development Block Grant funds at 8:45 P.M.. The City of St. <br /> 7 Anthony has been allocated $21,403 for single family housing rehabilitation, the senior <br /> 8 citizens program, and for the completion of the sidewalk along Kenzie Terrace. There <br /> 9 was no one present to speak for or against Resolution 94-024. <br /> 10 Motion by Marks, seconded by Wagner to close the public hearing at 8:50 P.M.. <br /> 11 Motion carried unanimously. <br /> 12 Motion by Marks, seconded by Wagner to approve Resolution 94-024 approving <br /> 13 projected use of 1994 Community Development Block Grant Program funds. <br /> 14 Motion carried unanimously. <br /> IX. NEW BUSINESS. <br /> 16 A. Motion by Marks, seconded by Enrooth to approve Resolution 94-025 regarding the <br /> 17 Joint Powers Agreement with the City of Columbia Heights for upgrading of the <br /> 18 railroad crossing on Stinson Boulevard and 37th Avenue N.E. <br /> 19 Motion carried unanimously. <br /> 20 B. Motion by Marks, seconded by Enrooth to approve the Shriner's request to sell sweet <br /> 21 onions on either April 30, 1994 or May 7, 1994 at the Stonehouse location. <br /> 22 Motion carried unanimously. <br /> 23 X. UNFINISHED BUSINESS - None. <br /> 24 Before opening the closed session regarding three litigation matters, Darrin Mercil and Larry Beach <br /> 25 returned to withdraw the request to purchase the six feet of right-of-way and to request approval to <br /> 26 proceed with putting in the 8 foot footings for the garage and agreed not to build until the Planning <br /> 27 Commission approves the second variance request. Mr. Mercil also agreed to remove the footings if <br /> 28 the variance is not granted. Mercil and Beach will write the request and its conditions. <br /> Council consensus was to accept these terms on condition that the City Attorney review and confirms <br /> the offer's legality. <br />
