She commented that <br /> 2 this is a win-win proposal that will benefit all taxpayers as well as provide jobs for many <br /> 3 of the community's youth. <br /> 4 Enrooth commented that it is good to see the Council Chambers full of interested <br /> 5 residents, on both sides. <br /> 6 Motion by Marks, second by Wagner to approve first reading of Ordinance 1994-002. <br /> 7 Motion carried unanimously. <br /> 8 4. Ground Signs. <br /> 9 Commissioner Horst reported the Planning Commission has scheduled a public hearing <br /> 10 on September 20, 1994,to consider an ordinance amendment regulating ground sign <br /> 11 regulations. <br /> 12 5. Corner Lot Fence Policy/Ordinance Amendment. <br /> Commissioner Horst reported the Planning Commission has scheduled a public hearing <br /> on September 20, 1994, to consider an ordinance amendment relating to corner lot fences. <br /> 15 Ranallo suggested the Council revise the agenda and consider item IX. New Business, B. <br /> 16 Resolution 94-045, Re: Order Plans for 1995 Street Improvement. <br /> 17 Motion by Marks, second by Enrooth to revise the agenda in consideration of staff in attendance. <br /> 18 Motion carried unanimously. <br /> 19 IX. NEW BUSINESS <br /> 20 B. Resolution 94-045, Re: Order Plans for 1995 Street Improvement Project. <br /> 21 Mark Anderson, RCM Engineer, presented the proposed 1995 Street Improvement Project and <br /> 22 reported on watermain, sanitary and storm sewer work being proposed. <br /> 23 Anderson noted the estimated costs, including engineering and contingency for administrative <br /> 24 and legal costs, is $932,000. He explained that street costs would be assessed according to City <br /> 25 Policy of 35%to benefiting adjacent property owners and the remaining 65% funded by the City <br /> 26. through a bond. Based on total assessable footage, it is estimated the resident's street <br /> 27 improvement assessment will be approximately $33 per front foot. The watermain project would <br /> 28 cost $400 per connection with the majority of the cost(approximately $200,000) to be paid by <br /> 29 the City. The storm sewer is proposed to be funded by the Utility Fund with no assessment to <br /> 00 property owners. <br />
