City Council Regular Meeting Minutes <br /> May 9, 1995 <br /> • Page 3 <br /> 1 600 feet of 4" supply hose to St. Anthony and the mutual aid calls are a benefit as they <br /> 2 provide for a larger budget and sharing of training aids. Johnson reported that arson is <br /> 3 becoming almost an epidemic in the State and a lot of it is being committed by children. <br /> 4 He indicated the Juvenile Fire Setters Program in St. Anthony, which was implemented in <br /> 5 1980, has been very effective to curb the amount of arson by children in the community. <br /> 6 Ranallo stated he liked the amount of schooling and seminars the members of the Fire <br /> 7 Department attend. The Council commended the Fire Department for their good work <br /> 8 and efforts and indicated they had received favorable comments on their response time. <br /> 9 2. City's 1994 Financial Statement. <br /> 10 City Manager Mornson referred to the audit packet. He advised the Councilmembers to <br /> 11 review the information and indicated Stuart Boniwell will be present at a future Council <br /> 12 meeting to discuss the report. <br /> 13 3. Consideration of a Resolution(95-033) and Letter of Support for Reallocation of <br /> 14 CDBG Funds for Northwest Youth and Family Services. <br /> 15 Mornson reported of Management Assistant Kim Moore-Sykes attendance at a meeting <br /> 16 last week with Ramsey County and Northwest Youth and Family Services (NWYFS). <br /> 17 He reported that Ramsey County CDBG funding did not allocate as many funds to <br /> NWYFS as they were expecting, to be used for the proposed building. In order for some <br /> 19 of the contingency funds to be redirected, the cities need to draft letters or resolutions <br /> 20 stating they support this action and would act to reallocate funding to NWYFS. He <br /> 21 indicated these are due by today, May 9, 1995. He stated half the cities did not attend the <br /> 22 meeting. He reported approximately 50%of the cities were in support of this reallocation <br /> 23 of funds. <br /> 24 Motion by Marks, second by Fleming to adopt Resolution 95-033, relating to Northwest <br /> 25 Youth and Family Services to reallocate Ramsey County Community Development <br /> 26 Block Grant Funds. <br /> 27 Motion carried unanimously. <br /> 28 4. Consider Contract with the State of Minnesota. Department of Administration <br /> 29 Building Codes and Standards Division. <br /> 30 Mornson explained that by law, the State of Minnesota has to be the building inspector <br /> 31 for the school unless the City has a qualified building inspector. He indicated St. <br /> 32 Anthony does have a qualified building inspector and this contract will allow him to do <br /> 33 the inspections. <br /> 34 Motion by Marks, second by Enrooth to approve the Contractual Agreement between the <br /> �5 City of St. Anthony and the State of Minnesota, Department of Administration Building <br /> 6 Codes and Standards Division. <br /> 37 Motion carried unanimously. <br />
