City Council Regular Meeting Minutes <br /> • August 13, 1996 <br /> Page 3 <br /> 1 System and whose area of expertise is the children's area. Wagner commended Jeff for <br /> 2 his hard work at the library. He noted the library had achieved a record circulation for the <br /> 3 month of July and was currently operating in the black. <br /> 4 Wagner also reported his attendance at a meeting of the Steering Committee of the <br /> 5 Healthy Youth/Healthy Community. The group is concerned with their rate of progress. <br /> 6 Pastor Seefeldt will be asking his council if he can devote more time to the group and <br /> 7 provide the leadership that is necessary to move forward. Wagner also reported the <br /> 8 Kiwanis and Lion Clubs are looking to setup a joint committee to work with Healthy <br /> 9 Youth/Healthy Community. Wagner stated his concern was that due to the lack of an <br /> 10 overall plan it may be too soon for other groups to become involved. <br /> 11 Councilmember Faust reported his attendance at a meeting of the League of Minnesota <br /> 12 Improving Fiscal Futures Policy Committee. Dave Olson gave a presentation of <br /> 13 proposed tax reform to the Committee. Councilmember Faust noted the presentation was <br /> 14 similar to the presentation of Representative Ress. Faust stated his concern of how <br /> 15 property tax reform would affect TIF funding. <br /> 16 Councilmember Marks noted the incredible ground breaking ceremony at the CUB Foods <br /> site and stated he looked forward to the opening of the CUB Store and also the new City <br /> 8 Hall/Community Center. <br /> 19 Councilmember Enrooth expressed his appreciation to all who participated in Village <br /> 20 Fest. He reported the event went well. One observation was that next year the band <br /> 21 should possibly be scheduled from 7:00 P.M. to 11:00 P.M. rather than 8:00 P.M. to <br /> 22 12:00 P.M. The wrap up meeting of the Village Fest Committee is scheduled for August <br /> 23 19, 1996. <br /> 24 Mayor Ranallo noted the most difficult job is set up and take down and commended <br /> 25 Steve Bartz for all his efforts in this area. <br /> 26 There was Council consensus and direction to staff to prepare a recognition plaque for <br /> 27 Steve and Nancy Bartz and Michael and Michele Jacobs to be presented to them at the <br /> 28 Village Fest meeting on August 19, 1996. <br /> 29 Enrooth reported the Upper Middle Mississippi Watershed District has submitted a <br /> 30 second draft to City Attorney Bill Soth and the attorney in Minneapolis who is <br /> 31 coordinating the attorney responses. More information will be available to the Council in <br /> 32 September. <br /> 33 <br /> B. Maw <br /> Mayor Ranallo commented on the success of Village Fest, CUB Food Stores ground <br /> 36 breaking ceremony and the wrap up party for the volunteers of Village Fest. <br />
