City Council Regular Meeting Minutes <br /> • January 28, 1997 <br /> Page 4 <br /> 1 Enrooth noted the distribution of the Minneapolis Environmental Coordinating Team Report, <br /> 2 copies of which were provided to members. <br /> 3 D. Cit3� Manager. <br /> 4 City Manager Morrison reported on the move into the new City Hall building and that the Police <br /> 5 Department computers were connected to the main line today and they will move in next week. <br /> 6 He advised he authorized change orders from Sterling Electronic to lower the Council Chamber <br /> 7 television monitors somewhat and address several other issues. Morrison reported Lee Mahrer is <br /> 8 doing a great job with the electronics and reviewed how presentations can be displayed on the <br /> 9 television monitors. <br /> 10 Mornson stated no plaques have been placed on the walls of the Council Chambers to provide an <br /> 11 opportunity for the Council to determine how those items should be displayed. He reported it <br /> 12 has been suggested the St. Anthony logo be placed behind the Council dias and possibly.remove <br /> 13 the outside sign and replacing it with the City's logo. <br /> 14 Morrison reviewed plans for the building dedication which is scheduled for February 22, 1997, <br /> 15 and distributed instructions for the new phone system and direct telephone numbers to <br /> 16 department heads. <br /> 0 . Mayor Ranallo stated he will recommend to not approve the bill to Graus Construction. He <br /> 18 noted this contract was let in September of 1995 with ground breaking in October but there are <br /> 19 many outstanding issues remaining. Mayor Ranallo reported on comments he received that the <br /> 20 City improved its image but the quality of the new City Hall left a lot to be desired. He noted the <br /> 21 poor workmanship and quality of the storage room floor which is already showing cracks, the <br /> 22 uphill slant in the front corridor, need to replace the bathroom tiles, and floor in the area of the <br /> 23 Police Department. Mayor Ranallo pointed out the contractor was asked to not work during <br /> 24 winter months due to the Council's concern of quality. Also, the Council Chamber partitions are <br /> 25 still not here and they could have been ordered in September of 1995. Mayor Ranallo noted the <br /> 26 lighting of the Council Chambers is quite low and inquired regarding the ability to televise. Mr. <br /> 27 Mahrer agreed it is not quite ideal. Mayor Ranallo emphasized the Council had asked for state- <br /> 28 of-the-art but it does not appear that is the case with the lighting in the Council Chambers. He <br /> 29 pointed out this is a$3.5 million building but the workmanship is questionable to poor. <br /> 30 Enrooth agreed and pointed out the City will have to "live with"this building forever so things <br /> 31 need to be corrected now. <br /> 32 Since this is really an HRA matter, Marks suggested the Council tour those things prior to the <br /> 33 HRA meeting. Mornson concurred and advised he would also like the Council's input regarding <br /> 34 entryway rugs. <br /> • <br />
