City Council Regular Meeting Minutes <br /> May 26, 1998 <br /> • <br /> Page 11 <br /> 1 Mornson reported a right-of-way ordinance has been drafted and Staff has been obtaining <br /> 2 information as to how other Cities are addressing this issue. The Planning Commission has been <br /> 3 working on a point-of-sale ordinance which will be discussed at the next Work Session. <br /> 4 Mornson noted that RCM has been authorized to perform restoration on the water tower. The <br /> 5 color coordination will be discussed at the next Work Session. A decision needs to be reached <br /> 6 by June 18, 1998, so it can be added as an addendum to the bid. <br /> 7 Cavanaugh noted that summer school will be in session during the restoration of the water tower <br /> 8 and asked if the school had been notified. <br /> 9 Mornson stated that the School Superintendent was aware of the water tower restoration <br /> 10 schedule. <br /> 11 Mornson noted that RCM had been authorized to develop plans and specifications for sidewalk <br /> 12 replacement on St. Anthony Boulevard. It has since been determined that this is not a legal MSA <br /> 13 roadway as it is only 38 feet wide. The City did receive a variance from the State of Minnesota <br /> 14 for this road in the past and if that variance is not still valid, will apply for another. <br /> 0 VIII. PUBLIC HEARINGS -None. <br /> 16 IX. NEW BUSINESS. <br /> 17 A. Resolution 98-046, re: Flood Mitigation Project Update by WSB & Associates. Inc. <br /> 18 Todd Hubmer, WSB & Associates, presented a proposed construction schedule for completion of <br /> 19 the flood problem areas in the City. He noted the proposed schedule is tentatively based on the <br /> 20 following assumptions: <br /> 21 1. FEMA funds ($700,000) must be used within one year of their approval for dispersion. <br /> 22 2. Hennepin County Block Grant funds ($150,000) must be used within the year 1998. <br /> 23 3. State of Minnesota funds ($2 million)must be used within two years. The City will be <br /> 24 reimbursed by the State for the construction of Flood Mitigation Measures. <br /> 25 4. The City will make available approximately $2 million to implement the proposed <br /> 26 construction improvements in the next two years. <br /> 27 5. The total funds available over the next two years is approximately $5 million for <br /> 28 construction of flood mitigation improvements. <br /> 29 6. Park Task Force, Council and affected residents' review or approval is completed in a <br /> 30 timely manner. <br /> 31 Mr. Hubmer presented the following construction schedule: <br /> 32 I. Construct home buyout improvements (problem area 2): Begin final design June 1998, <br /> 33 Construction start September 1998, Construction end December 1998. <br /> II. Silver Point Park(problem area 3) and Central Park(problem area 12): Begin final design <br /> 10 June 1998, Construction start October 1998, Construction end December 1999. <br />
