Construction 291 Avenue improvements from Wilson Street to Silver Point Park <br /> 2 (problem area 3): Begin final design June 1998, Construction start April 1999, <br /> 3 Construction end August 1999. <br /> 4 IV. Construct overflow basin in the vicinity of 315 Avenue between Harding Street and Silver <br /> 5 Lake Road and appurtenant road improvements (problem area 5): Begin final design <br /> 6 November 1998, Construction start April 1999, Construction end September 1999. <br /> 7 V. Construct overflow basin at Emerald Park and appurtenant road improvements <br /> 8 (dependent on DNR funding in 1999): Begin final design January 2000, Construction <br /> 9 start September 2000, Construction end December 2001. <br /> 10 Mr. Hubmer noted that the above schedule completes the improvements proposed for problem <br /> 11 areas 2, 3, 5, 8, 9, 10 and 12 as outlined in the Engineering Analysis Report. In addition, it is <br /> 12 anticipated that the Flood Proofing Grant Program will provide solutions for problem areas 6, 7 <br /> 13 and 11. Problem area 4 will be improved in a street reconstruction project in the future and <br /> 14 problem area 1 is scheduled for redevelopment. He also recommended that the Rice Creek <br /> 15 Watershed District be asked to study the drainage issues associated with Ramsey County Ditch <br /> 16 #3 prior to construction of the proposed improvements at Emerald Park. <br /> 17 Mr. Hubmer reported the total estimated cost for the above-recommended construction <br /> 0 improvements from 1998 through 2000 is approximately $6 million. <br /> 19 Marks confirmed that the vacant area west of Silver Lake Road which is referred to in project IV. <br /> 20 has not yet been acquired. <br /> 21 Mornson noted that Resolution 98-046 which is before the Council for approval this evening, <br /> 22 authorizes WSB and City Staff to acquire necessary easements for the construction of flood <br /> 23 mitigation improvements in the vicinity of Harding Street. He reported one property owner has <br /> 24 called and objected publicly and this issue will need to be addressed. <br /> 25 Thuesen stated that there has been some concern expressed by residents in the Kuharski <br /> 26 neighborhood about the possibility of the alley behind the homes being made into a dead end. <br /> 27 He asked if other options for that alley could be explored. <br /> 28 Mr. Hubmer stated that decision will be part of the final design process. It will depend on how <br /> 29 much storage is required in the area. It is possible that the area could be a cul-de-sac rather than <br /> 30 a dead end. <br /> 31 Cavanaugh stated that he was under the impression that this was the final plan. <br /> 32 Morrison stated that a public hearing will be held, as required by City Ordinance in regard to <br /> Central and Silver Point Park at the June 23, 1998 Council meeting. The home buyout <br /> improvements will not be initiated until all the homes have been acquired. <br />
