City Council Meeting Minutes <br /> November 24, 1998 <br /> • Page 3 <br /> 1 <br /> 2 Motion by Cavanaugh, second by Marks to approve a field survey of the Water Tower Park area <br /> 3 not to exceed $13,000, and to approve the commencement of design and development of the <br /> 4 park. <br /> 5 Motion carried unanimously. <br /> 6 B. Planning Commission-November 17, 1998. <br /> 7 Ranallo invited Planning Commissioner Gondorchin to address the Council. Gondorchin <br /> 8 reviewed the Planning Commission's November 17, 1998 meeting at which a concept review <br /> 9 concerning 4008 Fordham Drive was discussed. He stated David and Pauletta Sperry are seeking <br /> 10 to purchase the property which will involve a lot split and requires 2 variances with regard to lot <br /> I 1 size and lot width. He added the proposed lot after the split will be 60 feet wide, and the <br /> 12 purchase is contingent upon the lot split. <br /> 13 <br /> 14 Gondorchin stated the Planning Commission looks favorably upon the request, although they <br /> 15 discussed the difficulty with finding a hardship in this case. He added the Commission <br /> 6 suggested the Sperry's contact Marks who has some experience with hardship issues. <br /> 18 Ranallo suggested Soth should be consulted in this case. Marks stated City staff needs to <br /> 19 complete further research and provide a recommendation. <br /> 20 <br /> 21 Gondorchin stated Commissioner Wagner updated the Commission on the November 16, 1998 <br /> 22 Parks Commission meeting, and Fire Chief Johnson reviewed his 1998 Code Enforcement <br /> 23 Report. He added the possibility of a tracking device to monitor repeat offenders and other <br /> 24 trends was discussed. <br /> 25 <br /> 26 Cavanaugh stressed the importance of a relationship between the code enforcer and the Planning <br /> 27 Commission to institute code changes, and the need for a process by which code enforcement <br /> 28 methods can be reviewed and altered. Gondorchin stated the current mechanism for change is <br /> 29 that a recommendation from the Council to the Planning Commission results in a code review <br /> 30 and possible change. <br /> 31 <br /> 32 Sue Kozarek, 4029 Shamrock Drive, stated the flooding issues in the Fordham Drive area may be <br /> 33 exacerbated by construction on the 4008 Fordham Drive lot and requested the Council's <br /> 34 consideration of this possible problem. <br /> 35 C. Cily Council. <br /> 36 Cavanaugh reported on his attendance at the monthly meeting of the Northwest Family Services <br /> Board at which two projects concerning Central America were discussed: the Minnesotans for <br /> q Nicaragua organization, and the Honduran relief project. <br />
