City Council Meeting Minutes
November 24, 1998
Page 5
Cavanaugh asked for an estimated amount for replacement of loose tiles in City.Hall. Mornson
stated the figure is estimated at$30,000.

Cavanaugh asked whether the City has acted on retaining an economic development specialist to
assist with issues regarding the proposed theater at Apache Plaza. Ranallo stated when a plan is
presented to the City, further information will be requested from the developers.

Cavanaugh stated signage indicating the location of the Police Department is confusing as.there
is no address on the building. He added he was approached by a man who couldn't find the
Police Department for this reason. Mornson stated the sign was being special ordered to be
architecturally symmetrical with the rest of the building.

Cavanaugh stated this same man's.son's car was towed and he had to go to the Police
Department before retrieving the vehicle at the impound lot. He asked why this was the case.
VIII. PUBLIC HEARINGS.
Ranallo opened the public hearing at 7:45 P.M.
A. Comprehensive Plan Update (Approval of Resolution 98-081).
Ranallo welcomed Bill Weber, BRW, Inc.,to address the Council with regard to the
Comprehensive Plan. Weber presented a final draft of the Plan for final approval and adoption
by the Council. He added the Plan attempts to preserve the notion of the City as an urban village
in the midst of a large metropolitan area by creating a focal point of community at City Hall as
well as a northern focal point at Apache Plaza, and southern focal point at Kenzie Terrace:

Ranallo drew Weber's attention to page 5-11 which addresses the sensitive issue of holding
ponds. He asked whether the section can be deleted if sentiment changes within the Community.
Weber stressed that the Plan is merely a document which provides guidance but can easily be
changed.

Marks drew Weber's attention to page 1-1 which references New Brighton in the northeast of the
City, adding it is actually north of the City.

Marks drew Weber's attention to page 3-17 which mentions the Burlington Northern Railroad,
clarifying that the railroad is no longer in use.

Brent Gunsbury, 2701 - 30th Avenue,NE, drew the Council's attention to a table on page 7-1
which refers to a proposed Harding area lift.station.
