City Council Meeting Minutes <br /> November 24, 1998 <br /> Page 6 <br /> 1 Mr. Gunsbury commended the compilers of the Comprehensive Plan for their excellent work in <br /> 2 putting the document together. He added his desire that the Council concern itself with quality <br /> 3 and not always choose the lowest bidder on projects just to save money. Soth stated the City is <br /> 4 required by State law to take the lowest possible bid when a project is required by law to be bid. <br /> 5 <br /> 6 Emmett Swanson, 3020 Silver Lake Road, drew the Council's attention to page 5-11 which <br /> 7 references a community garden on a vacant lot. He requested the paragraph be removed as the <br /> 8 vacant lot referenced is actually his property and not vacant. <br /> 9 <br /> 10 Doug Jones, 2505 Silver Lane, asked for clarification with regard to underground utilities along <br /> 11 main roads and the expansion of the sidewalk system.near Apache Plaza. Weber stated the Plan <br /> 12 favors completion of missing sidewalk segments and underground utilities are not addressed. <br /> 13 Jones expressed his disappointment that these important aspects were not addressed. <br /> 14 <br /> 15 Ranallo closed the public hearing at 8:11 P.M. <br /> 16 <br /> 17 Motion by Faust, second by Marks to adopt Resolution 98-081, approving the Saint Anthony <br /> Village Comprehensive Plan with the deletion on page 5-11 of reference to the community <br /> 40 garden. <br /> 20 Motion carried unanimously. <br /> 21 IX. NEW BUSINESS. <br /> 22 A. Dan Soler, Ramsey County, will be present to discuss the right-of-way plan and project <br /> 23 for Silver Lake Road Bridge. <br /> 24 Ranallo invited Dan Solrr, Ramsey County,to address the Council. Mr. Soler discussed the <br /> 25 right-of-way plan which requires the Council's approval for right-of-way acquisition from <br /> 26 parcels in order to implement the project. He stated the involvement of federal funds in the <br /> 27 project requires the County acquire the right-of-way, which in this case includes 10 small parcels <br /> 28 of property, mostly on temporary easements. He presented depictions of the parcels to be <br /> 29 acquired. <br /> 30 <br /> 31 Motion by Marks, second by Thuesen to adopt the right-of-way plan with regard to the County's <br /> 32 Silver Lake Road Bridge project. <br /> 33 Motion carried unanimously. <br /> 34 Mr. Soler presented drawings of the proposed bridge with upgraded features as indicated by the <br /> 0Council to total $63,000-70,000 in addition to County expenditure. He added the depictions <br /> 36 show the overall scheme including treatment railings, lighting, landscaped areas, concrete <br />
