City Council Meeting Minutes
January 12, 1999
• Page 4

Cavanaugh asked whether a joint meeting had been scheduled between the Council and the
Planning Commission. Ranallo stated a meeting had not been scheduled. Ranallo thanked
Makowske for his report.

C. Councilmembers.
Cavanaugh reported that the St. Anthony Chemical Health Coalition interviews recently
conducted at the cable station will be broadcast on Tuesday afternoons and Wednesday mornings
for 2 weeks. He added the interviews are good exposure for the coalition, which intends to
schedule another meeting in early February.

Cavanaugh stated the Council had discussed the possibility of a Council liaison to the Planning
Commission on a rotating basis, and asked for the status of this proposal. He expressed his wish
that if such an arrangement were instituted, the Council should formalize the process and
determine the expectations of the Commission.

Faust stated Kim Moore-Sykes had been instructed to obtain feedback from the Commission
with regard to this proposal which would promote a closer relationship between the Council and
it Commission. Cavanaugh stated a similar arrangement might be made for the Parks Commission.

Faust agreed, stating the arrangement might be formalized to the extent that a Councilmember
would attend the Commission meetings on a rotating basis only to answer questions early in the
meeting but not attend the entire meeting. He added that a Councilmember in attendance for the
entire meeting could become cumbersome and detract from the work of the Commission. He
stated he believes that the decision to institute this arrangement should be at the discretion of the
Planning Commission.

Makowske confirmed the Planning Commission had been in favor of such an arrangement and
the proposition was well received. Ranallo requested that Makowske present the proposition to
the Planning Commission and compile guidelines and objectives for the Council's review.

Marks stated the Sister City Organization's board meeting was.held Sunday January 10, 1999,
and the organization is preparing for a 10-day visit from a folk dance group from Salo, Finland in
June 1999.

Marks referenced a recent Star-Tribune article which detailed the percentage of high school
students who go on to higher education. He added the percentages were presented by school
district, and St. Anthony's School District#282 was one district in which 40% or higher
matriculate to higher education. He added this is an excellent statement for the City's
educational standards.
