City Council Regular Meeting Minutes <br /> January 25, 2000 <br /> • Page 7 <br /> 1 respect, Mornson will ask the new Fire Chief to attend a Council meeting for introductions. <br /> 2 9. Middle Mississippi Update. Mornson reported that Amy Sparks is the Council's repre- <br /> 3 sentative to Middle Mississippi. He stated that there were Bylaw changes this summer and that <br /> 4 he will be proposing that those changes be placed on the February 8, 2000 agenda. <br /> 5 10. Letter from Bill Soth. Mornson stated that he had received a letter from City Attorney <br /> 6 Bill Soth regarding a license agreement with Hobie Swan. By way of background, Mornson <br /> 7 stated that Hobie Swan was the-owner of a mobile home park, and the park was sold, but the <br /> 8 fence was on a public right of way. The owner needed an easement from the City and as a result, <br /> 9 the license agreement was drafted. <br /> 10 City Attorney Bill Soth stated that it was important to understand that the agreement is not an <br /> 11 easement agreement, but a license agreement, which means it is temporary. <br /> 12 Furthermore, Mornson stated that there was an error on approximately 200 of the City's utility <br /> 13 accounts this past quarter. He requested that if the Councilmembers receive any telephone calls <br /> 14 regarding this matter, to refer the calls to City Hall. Apparently, Mornson stated, there was a <br /> computer problem that was date sensitive and the City has offered to make an immediate adjust- <br /> 0 ment to the affected.residents, or to provide a credit for next quarter. <br /> 17 XII. REPOR'T'S FROM COUNCILMEMBERS. <br /> 18 Sparks reported that she had met with the Staff from the Middle Mississippi Watershed <br /> 19 Management Organization. She stated that the goal of the organization is the management of <br /> 20 water, water quality, and correcting and controlling flooding. Although the organization is fairly <br /> 21 young, the intent is to work cooperatively doing integrated flood planning. Additionally, the or- <br /> 22 ganization plans on working with an expert from the University on certain issues. Sparks men- <br /> 23 tioned that there is another meeting in March and she thought it would be helpful for the Council <br /> 24 to hear a report from the organization in terms of cooperative agreements with Minneapolis. <br /> 25 Thuesen reported that, next week,he is planning on attending a workshop learning how to con- <br /> 26 duct campaigns recognizing certain adults as outstanding role models. He will be-reporting to <br /> 27 the Council in the near future on the results of that workshop. <br /> 28 Sparks also reported that the St. Anthony/New Brighton Community Prevention Coalition is <br /> 29 having a meeting Monday, January 31, 2000, and is open to the community. The discussion will <br /> 30 focus on a mission and the goals over the next few years. The meeting will be in the High <br /> 31 School cafeteria. <br /> Randy Hodson reported that he is on the committee for the St. Anthony/New Brighton <br /> Community Prevention Coalition as well. He would invite and encourage involvement from the <br /> 34 City Council. <br />
