1 in coming that night was to stress the need for open communication'
2 between the VillageFest Committee and the Council, particularly when it
0 came to the proposed Village float. The Committee had voted last week
4 to have the float professionally built. This would avoid the problems
5 involved in getting the float to the parades, insuring and storing it
6 and depending on the Public Works Department to construct the trailer,
7 etc.
8 Ms. Thorson said her group would be more than happy for the Council to
9 take full responsibility for building the float, but if that wasn't
10 going to happen, the committee intended to start an intensive fund
11 raising effort to cover the costs of between $5,000 and $7,500 to have
12 a private individual build, store and transport the float for one year.
13 Mayor. Sundland told her that what the Council had discussed at their
14 January 24th and February 14th meetings was having the Public Works
15 Department involvement as well as insurance and storage costs assumed
16 by the City as its contribution towards the project.
17 Councilmember Enrooth, who was out of town that evening, had been given
18 the responsibility of ascertaining just what that contribution would be
19 at the February 14th meeting and his report was not available for the
20 Council to act on that evening. However, the Mayor indicated he did
21 know there had been some questions about whether or not the float could
22 be included in the City's umbrella liability policy which had been
23 raised by the City's insurance provider.
Ms. Thorson indicated the $2,500 Tri City American Legion donation
should adequately cover the start up costs for the VillageFest itself
26 and the committee was quite hopeful .that they would be able to solicit
27 the necessary funds to cover the costs of having the float built. She
28 then related all the solicitation efforts they intended to pursue and
29 was advised about the follow ups the Councilmembers perceived would be
30 necessary to the proposed letters to area businesses. The promotion
31 package seeking donations from the residents., which the committee hopes
32 to have included with the City's Spring Newsletter, was then discussed
33 with Ms. Thorson and Ms. VanderHeyden.
34 The VillageFest Co-Chair then reported on all the activities which had
35 .been lined up for the community event, adding to those events the
36 Council had already heard about, the Kiwanis pancake breakfast and the
37 National Jr. Karate Championship event, which is planned to be held the
38 same weekend in the high school which should draw at least a thousand
39 people to the area at the same time that the Fest is in progress. Ms.
40 Thorson told the Council the committee is very appreciative of the
41 cooperation the City's Fire, Police, and Public Works Departments have
42 shown, which she reported in detail .
43 When Ms. Thorson mentioned the street dance the committee hopes to hold
44 from 8 to 12 P.M. the Saturday, night of the event, Councilmember Marks
45 advised her that the west side of the Community Center would be torn up
7
