Regular Council Meeting 5 <br /> September 11, 1990 <br /> 1 <br /> 2 Tom Burt reported that Columbia Heights Council is not interested in a <br /> • 3 cooperative engineering report with regard to a stop light on 37th and <br /> 4 Stinson and 39th and Stinson. They will consider a pedestrian light only. <br /> 5 <br /> 6 Mayor Ranallo clarified that St. Anthony can still work on the effort on 37th <br /> 7 with the city of Minneapolis paying one-third and the City paying two- <br /> 8 thirds. Maintenance would be the only problem. <br /> 9 <br /> 10 Recommendation <br /> 11 Mayor Ranallo asked Burt to do the research on costs and a study of the <br /> 12 traffic and needs from 37th to Silver Lane on Stinson and report back to the <br /> 13 Council. <br /> 14 <br /> 15 Burt said that the $120,000 needed for the project is presently not <br /> 16 designated in MSA funds because the money is being saved to do another <br /> 17 street. <br /> 18 <br /> 19 Burt also reported that the PCA plant is officially behind schedule. <br /> 20 <br /> 21 1. League of Minnesota Cities Topics: <br /> 22 a. The proposed policy on Charter Authority would limit the term <br /> • 23 councilmembers could serve. This proposal is being addressed by the <br /> 24 Minnetonka Charter Commission even though the Attorney General said they <br /> 25 have no authority to do so. Mayor Ranallo said that at the League meeting <br /> 26 he told the members he believes such a mandate would take the decision <br /> 27 away from the voters. In addition, there is difficulty with smaller cities for <br /> 28 administrative reasons. Councilmembers Were in agreement to <br /> 29 oppose such a proposal. <br /> 30 <br /> 31 b. Minneapolis has a bill and asked that the League support extending <br /> 32 on-sale liquor until 2:00 a.m. because of their convention business. Council <br /> 33 members considered whether determination of time extension be statewide, <br /> 34 each city should decide, or just the convention area. Resort and border <br /> 35 communities favor a change. Councilmembers opposed a state-wide <br /> 36 change but would support self-determination. <br /> 37 <br /> 38 c. Mayor Ranallo has asked that the issue of one class of beer/wine in <br /> 39 grocery stores be moved to a top priority issue in order to assure the sale of <br /> 40 liquor to be in a-controlled situation.? <br /> 41 <br /> 42 2.
