The America Monarch Corporation <br /> Is an older manufacturing business which appears to be currently vacant. <br /> • Mixed Industrial and residential to the east—Older manufacturing uses adjoin the Soo Line <br /> Railroad right-of-way to the southeast of the subject property. A new Rapid Oil change is <br /> located at the northwest corner of Sliver Lake Road and 37th Avenue North. Older apartments <br /> are located directly across Sliver Lake Road. A Twin City Federal Bank Is located across Silver <br /> Lake Road,directly east of the.First Bank. <br /> Predominately commercial uses to the"west—Apache Square is a small,18,000 square foot <br /> strip center which is currently occupied only by Domino's Pizza. The remainder of this retell <br /> space Is vacant and largely unfinished. Another small strip center Is located west of the subject <br /> property along Stinson Boulevard.-Tenants of this strip center Include Gas Unlimited,Fantastic <br /> Sam's, Pllgrlm Cleaners,and Farmer's Insurance. <br /> Because the site Is zoned Commercial(see Item 28)and the proposed project revitalizes an existing <br /> mall,no conflicts with adjacent and nearby land uses are anticipated. Additionally,the proposed <br /> stormwater management practices will significantly Improve runoff water quality relative to existing <br /> conditions. <br /> Environmental Conditions;. <br /> As noted In the Phase 1 Environmental Site As (ESA)prepared by Braun Intertec(See <br /> Appendix A)In April 1994,six"recognized environmental conditions"were observed on the site. A <br /> Phase 2 ESA(See Appendlx B)was prepared In September 1994 to investigate the underground storage <br /> tanks(UST)and flammable waste traps identified in the Phase 1 ESA. Each of the six"conditions"and <br /> the resulting studles/actlons are summarized below: <br /> (1) Apparent Fuel Oil Tank and Former Tire Plus Underground Storage Tanks <br /> Waldorf Cleaners <br /> Phase 1 ESA. A vent and fuel pipe likely associated with a fuel oil UST were observed along an <br /> external wall near Waldorf Cleaners on the south side of the Apache Mall building. Braun <br /> recommended a Phase 2 ESA to evaluate the potential for soil and groundwater contamination. <br /> Phase 2 ESA: The presence and location of an existing tank was determined. Braun <br /> recommended that the unused tank be removed by the owner(Waldorf Cleaners)and that the <br /> tank basin be monitored. On September 27,1994 the 1,500-gallon heating oil UST was removed <br /> and a petroleum release was discovered. The release was assigned Leak Number 00007877. <br /> Remedial investigation Report'(December 1,1994): Braun conducted an additional Investigation <br /> to determine the horizontal and vertical extent and magnitude of the remaining soil <br /> contamination and to assess potehtlel groundwater Impacts. Multiple soil borings revealed <br /> limited contamination. .Braunconcluded that risk to potential groundwater and vapor receptors <br /> from the petroleum release at the site appears unlikely. No drinking water wells are located in <br /> the Impacted unit within 1/2 mile.downgradlent of the site and a significant confining layer <br /> appears to exist between the impacted unit and the upper drinking water aquifer. The source of. <br /> contamination at the site has essentlally been eliminated with the removal of the UST systems <br /> and 40 cubic yards of contaminated soil. No vapor risk asaoclated with manmade structures <br /> was Identified based on the available data. <br /> In a letter dated December 23,1994.the Minnesota Pollution control Agency(MPCA)Voluntaryo <br /> Petroleum investigation and Cleanup(VPIC)staff stated that the petroleum tank release has• <br /> Westwood Professional Services,Inc. ,�• <br />
