Ms. Kimbllin stated that adding <br /> 2 trees and/or-shrubbery would add a warmer feeling to the street. Although she realizes that there <br /> 3 is an issue regarding funding, she stated that most residents felt it was more cost effective to <br /> 4 complete the construction project from Stinson to County Road 88. <br /> 5 Ranallo thanked Ms. Kimbllin for addressing the Council. <br /> 6 Ranallo introduced Stan Mirocha, 2604 291h Avenue, and invited him to address the Council. <br /> 7 Mr. Mirocha stated that.he had noticed a significant amount of heavy traffic on the road and <br /> 8 mentioned that a large truck had run over the curb and into his lawn. <br /> 9 Ranallo thanked Mr. Mirocha for addressing the Council. <br /> 10 Cavanaugh inquired if a state-aid road could be decertified. Mr. Hubmer replied that it is a com- <br /> 11 plicated issue and that the funding is based on a certain percentage of roads being designated as <br /> 12 state-aid roads. <br /> 13 Marks wished to express that he has enjoyed having a sidewalk in front of his house and feels <br /> 14 there is an opportunity being lost by the residents of 29`h Avenue. • <br /> 15 Cavanaugh clarified that Resolution 99-044 is approving the project from Stinson to County <br /> 16 Road 88, with no sidewalks. <br /> 17 Ranallo stated that if funding were not available, some of the project would not be completed. <br /> 18 Faust reiterated that the project would be revisited in March or April 2000 and it is the City's <br /> 19 hope that the project can be completed at all the same time. <br /> 20 Thuesen wished to echo the comments by Marks regarding sidewalks. Thuesen felt that the <br /> 21 important issue of flooding is being resolved, but is concerned about the long-term effect of <br /> 22 eliminating sidewalks for the future. Thuesen expressed sincere appreciation for the residents' <br /> 23 feelings, and hopes that the City is able to continue to consider options for other residents <br /> 24 regarding sidewalks and channeling pedestrian traffic. <br /> 25 <br /> 26 Motion by Marks, second by Faust to approve Resolution 99-044 stating that: <br /> 27 (1) The Council will consider the improvement of such streets in accordance with the report <br /> 28 at an estimated total cost of the improvement of$2,630,000.00. <br /> 29 (2) WSB & Associates, Inc. is hereby designated as the engineer for this improvement. They <br /> 30 shall prepare plans for making such improvement. <br /> 31 Motion carried unanimously. • <br />
