City Council Regular Meeting Minutes 10 <br /> March 23, 2004 <br /> Page 10 <br /> 1 Mr. Larson noted the Liquor Operations' project was one week ahead of schedule and on budget. <br /> 2 He added the City Council and Chamber of Commerce Ribbon Cutting Ceremony would be - <br /> 3 scheduled between May 17 and June 1, 2004; and the Public Grand Opening Celebration would <br /> 4 be scheduled for June 21 through June 26, 2004. <br /> 5 <br /> 6 Mr. Larson provided the following time line for the new store: cooler installation began on <br /> 7 Monday, March 22, which was one week ahead of schedule; exterior finishes to be completed on <br /> 8 April 6; windows, interior walls,plumbing and floor tile to be completed on April 26; blacktop <br /> 9 parking lot on May 15. <br /> 10 <br /> 11 Mr. Larson stated he and the Store Managers wished to thank all the departments within the <br /> 12 City, especially the Public Works Department, for assisting the Liquor Operations in many ways. <br /> 13 <br /> 14 Councilmember Faust stated he understood the Wine and Grocery Bill was currently on the <br /> 15 inactive list at the Legislature, which was important to the community because it would <br /> 16 potentially allow wine to be sold by someone under the age of 21. He added City control would <br /> 17 also help keep the City"in the black"with liquor sales, which helped pay property taxes. He <br /> 18 indicated the City had support from the School Board and noted it was good public policy from <br /> 19 both a children's safety and a financial'point of view. <br /> 20 <br /> 21 Councilmember Faust thanked Mr. Larson for"a good job,"both for the City and at the <br /> 22 Legislature. <br /> 23 <br /> 24 Mayor Hodson also thanked Mr. Larson and the Store Managers for the excellent work they had <br /> 25 done. He noted Mr. Larson had begun working with the City's Liquor Operations in 1996, at <br /> 26 which time it realized a net profit of approximately$20,000. He indicated the net profitability <br /> 27 had jumped to more than$300,000 in 2002. <br /> 28 <br /> 29 Mr. Larson stated he had been"blessed with a great team"and was,very grateful for the Store <br /> 30 Managers and part-time employees. <br /> 31 <br /> 32 C. Public Works Director Jay Hartman to present the 2003 Public Works Annual Report. <br /> 33 Public Works Director Hartman stated he wished to give a brief overview of the Public Works <br /> 34 Department and highlight some of the accomplishments from calendar year 2003 and discuss <br /> 35 proposed projects for 2004. <br /> 36 <br /> 37 Mr. Hartman indicated the Public Works Department employed 14 full-time personnel; 12 were <br /> 38 maintenance personnel and 2 were management. He added the Department typically hired four <br /> 39 to five seasonal personnel who assisted the Parks Department and Street Department with their <br /> 40 maintenance responsibilities. <br /> 41 <br /> 42 Mr. Hartman explained the Public Works Department was responsible for the maintenance and <br /> 43 repair of the City's infrastructure and was divided into four departments: Vehicle Maintenance, <br /> 44 Street, Parks and Water/Sewer Utility.
