City Council Regular Meeting Minutes <br /> March 23, 2004 11 <br /> Page 11 <br /> 1 Mr. Hartman stated, beginning in 1999, the City-Wide Flood Mitigation Program Initiative was <br /> 2 incorporated with the Street Reconstruction Program and, to date, about 95%of the City-wide <br /> 3 flood improvements had been completed, with street improvement projects continuing on a <br /> 4 yearly basis. He explained the final component to complete the flood mitigation was to <br /> 5 construct a storm water retention pond at the corner of Silver Lane and Shamrock Drive, which <br /> 6 was to be completed during the summer of 2004. He added, based on the current schedule, all <br /> 7 bituminous roadways west of Silver Lake Road would be completed by 2008 and, at that point, <br /> 8 the City would be in a position to address the reconstruction of the remaining concrete segments <br /> 9 throughout the City, which made up approximately 42% of the City's roadway infrastructure. <br /> 10 <br /> 11 Mr. Hartman indicated the 2004 street utility reconstruction would consist of the following: <br /> 12 Hilldale Avenue between Silver Lake Road and Belden Drive, Belden Drive between 33'd <br /> 13 Avenue and 32"d Avenue, 32"d Avenue between Belden Drive and Silver Lake Road, and <br /> 14 Townview Avenue between Wilson Street and Silver Lake Road. <br /> 15 <br /> 16 Mr. Hartman noted the Central Park construction project was completed and the Central Park <br /> 17 pavilion and athletic field would be ready for use in the spring of 2004, as well as the small <br /> 18 shelter constructed at Silver Point Park. <br /> 19 <br /> 20 Mr. Hartman stated the Water/Sewer Department provided residents with an annual Consumer <br /> 21 Confidence Report(CCR), which would be included in the April newsletter. <br /> 22 <br /> 23 Mr. Hartman indicated the capital improvement projects proposed for 2004 were as follows: <br /> 24 purchase of Public Works maintenance equipment scheduled for 2004, chemical equipment <br /> 25 upgrades for water filtration and GAC plant, filtration plant pump control upgrades, completion <br /> 26 of the Well-Head Protection Plan, annual 2004 street reconstruction, upgrade of City street signs, <br /> 27 and a community electronic sign in front of City Hall and a City entrance ground sign at the <br /> 28 north end of the City. <br /> 29 <br /> 30 Mr. Hartman displayed a drawing of the new Public Works facility, noting construction was far <br /> 31 ahead of schedule. He indicated the move-in date was anticipated to be sometime between the <br /> 32 middle of April to early May. He stated he"could not have asked for a better team to make this <br /> 33 happen." He thanked those who helped make this project a success,noting it could not have <br /> 34 been accomplished without the 20-member task force, the team of Oertel Architects/Kraus- <br /> 35 Anderson, and Council. He added an open house would be planned and residents should look <br /> 36 for the flyer in an upcoming newsletter. <br /> 37 <br /> 38 Mr. Hartman noted the following 2004 upcoming events: Annual Spring Clean-Up Day on May <br /> 39 1, 2004; Public Works Facility Grand Opening on June 24, 2004, from 4:00 p.m. to 7:00 p.m.; <br /> 40 Central Park Dedication anticipated for June of 2004; Village Fest in August of 2004. <br /> 41 <br /> 42 Mr. Hartman stated 2003 was a very productive year for the Public Works Department. He <br /> 43 noted it was able to attain the goals of each department and provide the needed services to the <br /> 44 City's residents. He indicated the success of the Department was due to the knowledge and <br /> 45 dedication of its employees, who made the Village of St. Anthony a great place to live. He <br /> 46 added it always had been and would be the mission of the Public Works Department to be <br />
