City Council Regular Meeting Minutes 12 <br /> March 23, 2004 <br /> Page 12 <br /> 1 proactive in providing services that met or exceeded the service level provided by other public <br /> 2 works agencies. <br /> 3 <br /> 4 Councilmember Thuesen asked if Mr. Hartman had any information regarding a gate'system that <br /> 5 could be placed'on the snowplows, noting the gate system could be put down to prevent pushing <br /> 6 snow into driveways. He questioned if Mr. Hartman could comment on how this would affect <br /> 7 the time factor of removing snow and the cost. Mr. Hartman responded he had been asking <br /> 8 questions regarding the gate system and, at this point, did not understand how it worked. He <br /> 9 added he would have better answers to Councilmember Thuesen's questions when he was able to <br /> 10 find information about the gate system. <br /> 11 <br /> 12 Councilmember Thuesen asked if any cities within the metropolitan area used the system. Mr. <br /> 13 Hartman responded he was not aware of any cities that used such a system. <br /> 14 <br /> 15 Councilmember Thuesen asked if the Department would provide opportunity for chipping of <br /> 16 branches, etc., this spring. Mr. Hartman responded curbside chipping would be provided in the <br /> 17 spring and, if a resident missed the curbside chipping, he/she could bring the materials to the <br /> 18 new Public Works facility, where they would be handled at that time. <br /> 19 <br /> 20 Councilmember Faust noted he encouraged residents who liked to keep their trees trimmed to <br /> 21 use the curbside chipping offered by the Public Works Department. He added he also <br /> 22 appreciated the street sweepers, who did an excellent job keeping the City clean. <br /> 23 <br /> 24 Councilmember Faust asked how the new park at Silver Lake Village would affect the <br /> 25 Department's staffing. Mr. Hartman responded he would be meeting with the design team in <br /> 26 about two weeks regarding this issue. He added one of the items needing consideration was <br /> 27 whether maintenance would be split with the property owners in the area or if the City would <br /> 28 take responsibility and charge back to the affected residents. He noted decisions would be made <br /> 29 after further discussion had taken place. <br /> 30 <br /> 31 Councilmember Faust asked Mr. Hartman to thank his department for its hard work,which"kept <br /> 32 the City working really well." <br /> 33 <br /> 34 Mayor Hodson thanked Mr. Hartman and noted he had received comments of appreciation from <br /> 35 residents regarding the Public Works Department. <br /> 36 <br /> 37 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 38 City Manager Mornson reported the following: <br /> 39 He cited the following items regarding the Silver Lake Village project: 1) excellent <br /> 40 turnout for the Saturday Bulldozer Bash; 2)meeting with property owners on March 23, <br /> 41 2004, regarding 39`t'Avenue NE improvements and assessments,with another meeting <br /> 42 scheduled to take place in the middle of April; 3)three to four meetings held per week <br /> 43 with the developer regarding the project; 4) developer met with Fire Department staff <br /> 44 regarding fire code issues. <br /> 45 Mr.Morrison explained the Silver Lake Village project would be bid out in two phases, <br /> 46 with the bid opening on the first phase scheduled for April 22, 2004, and consideration of <br />
