City Council Regular Meeting Minutes 05
November 9, 2004
Page 5
Councilmember Horst reported his attendance last Thursday at a Community Services Board
meeting. At that meeting, a presentation was made by former Mayor Dennis Cavanaugh who"is
an activist working with a group on vital aging network that takes a global look into the issue of
aging, what the community can do, and how community services can do better to work with the
aging population.

Councilmember Horst stated another topic of discussion was the overall decline in adult
education enrollments. Adults do not seem to be taking advantage of adult education. Several
reasons were cited including use of the internet, and different methods for adults to get delivery
of continuing education. Councilmember Horst stated they will be looking at ways to create
programs that are of interest to adults or combining with other areas that are facing similar
shortages.

Councilmember Horst reported that last Sunday he attended a meeting with the Sister Cities
Association. The main topic of discussion was the international stone carving symposium which
will be held next summer. They are looking at having a sculptor from Finland come and sculpt a
stone that will be presented to the City on behalf of the Sister Cities Association. The cost is
approximately$10,000 to the Association. He noted this is a small association so they will be
looking for sources of funding with various vendors and organizations.

Mayor Pro-tem Thuesen stated it is exciting to hear about people coming to St. Anthony to ask
about success stories and, hopefully, Silver Lake Village will also be a success story. He stated
it is "huge"to have Arden Hills contact St. Anthony and is a result of a lot of work of the
Council, staff, and others.

Mayor Pro-tem Thuesen wished Sue Hall well at Osseo and noted that Kim Moore Sykes was the
former Assistant City Manager and welcomed her back.

Mayor Pro-tem Thuesen reported his attendance at several vital aging seminars and indicated it
sounds like something of interest that can be of importance to the community and well as other
communities since all of our populations are aging. He agreed that the issue of how to include
our senior population in a more meaningful way is worth looking at.

Mayor Pro-tem Thuesen stated he was invited to speak with third grade students about local
government. He stated this was a fun opportunity and the questions asked about St. Anthony and
local government were thought provoking. Mayor Pro-tem Thuesen stated he would love to see
whether any of these students, as young adults, aspire to enter politics in any way.

Mayor Pro-tem Thuesen presented to the community a certificate from the National League of
Cities honoring the St. Anthony Village for receiving the 2004 City Achievement Award on
Communications.

Councilmember Horst stated this honor was due to communicating the public works and fire
station projects and getting the community involved.
