! -2- <br /> After asking for further discussion and finding none the Chairman closed <br /> the Public Hearing. Because no motion was made the Chairman set the <br /> May 17, 1966 meeting as the time to discuss this rezoning further. <br /> 5. Ordinance Variations <br /> None <br /> 6. Zoning Variations. <br /> Mr. George Johnson, (Realtor) representing Cliff Moser, presented a request <br /> for a change of zoning from light industrial to multiple dwelling on that <br /> part of lots 17, 18, 19 lying East of Chandler Drive 81 . 11 , Mounds View <br /> Acres, approimately 3819 - 39 Chandler Dr. N.E. <br /> Board members, Englund and Miedtke displayed interest in examining all the <br /> light industrial zoning in that area. Dr. Emond displayed disfavor of <br /> any more rezoning for apartments in St. Anthony Village. The Board feels <br /> rezoning of this Parcel would change the complexion of the whole light <br /> industrial area. <br /> Upon motion by Englund, seconded by Kronk, it was moved to recommend the <br /> Council to deny the request for rezoning and not to hold a public hearing. <br /> • The motion carried unanimously. <br /> 7. (A) The final plans for the 36 unit apartment building at 3811 Macalaster <br /> Drive were discussed considering the elevation changes Mr. Johnson requested <br /> Whereas lowering the grade behind the building would fully expose the back <br /> apartments with recessed patios under the balconies to provide the <br /> basement apartments with more light. (The Building Inspector, Shaughnessy, <br /> required more light and ventilation in all of the lower apartments to meet <br /> code.) <br /> Upon motion by Mesenbring, seconded by Kronk, it was moved to recommend to <br /> the Council to approve the proposed elevation changes. <br /> The motion carried unanimously. <br /> (B) Chairman Howitz opened the discussion of the Boards feeling regarding <br /> Federal 701 grants for a comprehensive plan or an alternate solution. Mr. <br /> Katterheinrich and Mr. Miektke displayed their feelings against Federal <br /> Funds and Controls. <br /> Most of the Board felt where ever possible Federal controls should be <br /> eliminated. The following methods of examining and solving planning prob- <br /> lems were discussed: <br /> 1 . Village Citizens participating in community studies with <br /> suggested solutions, all under Planning Board supervision. <br /> 2. Special Planning Board groups set up with a professional <br /> Planner as a consultant. <br /> 3. Retain a Planning firm only to handle the most difficult <br /> and pressing problems. <br /> 4. Retain a Planning firm for a comprehensive plan to be paid <br /> for completely by Village monies. <br />
