Retain a Planning' Firm for a comprehensive plan providing <br /> • a Federal 701 Grant would be approved to t elp finance <br /> the cost. <br /> After considerable discussion regarding Board members time and the Villages <br /> Budget it was moved by Englund, Seconded by Kronk that we apply for "701" <br /> Urban Planning Assistance to develop a comprehensive plan with the primary <br /> objective of better planning in the following areass <br /> 1 . Safety hazards along Kenzie Terrace between Stinson <br /> Blvd. and Silver Lake Rd. <br /> 2. Highway #8 and St. Anthony Blvd. intersections. <br /> 3. Industrial zoning south of the Soo Line Railroad <br /> 4. Sidewalks <br /> 5. Salvation Army Camp Area <br /> 6-. "Non-conforming use" areas. <br /> Voting on the Motion: <br /> Aye: Englund, Kronk, Howitz, Mesenbring <br /> Nay: Dr. Emond, Katterheinrich, Miedtke <br /> Motion Carried. <br /> After discussion of alternate choices it was moved by Howitz, seconded by <br /> Englund to recommend the Council engage the firm of "Nason Law Wehrman and <br /> Knight Inc." to act as our Planning Consultants. <br /> • Voting on the Motion: <br /> Aye: Howitz, Englund, Mesenbring, Miedtke, Kronk, Katterheinrich <br /> Nay: Dr. Emond. <br /> Motion Carried. <br /> (C) James Shaughnessy, Building Inspector, presented to the Board the pro- <br /> posed Sign Ordinance incorporating a few changes the Village Attorney <br /> suggested. In Section 2, Subdivision 1, the Attorney's meaning of word <br /> "represented" is questioned. <br /> Upon motion by Howitz, seconded by Miedtke, it was moved to recommend to <br /> the Village Council to adopt this Sign Ordinance. <br /> The motion carried unanimously. <br /> 8. Building Permits <br /> (A) Mr. Chester Johnson of Elmwood Lutheran Church resubmitted their request <br /> to erect three 22"x30" double faced metal signs on Village right of way <br /> properties at intersections of 37th Ave. N.E. and Chelmsford Road, Silver <br /> Lake Road and Stinson Blvd. Mr. Johnson presented signed statements indic- <br /> ating approval from owners of property at Silver Lake Road and Chelmsford <br /> Road. <br /> Upon motion by Emond, seconded by Englund, it was moved to recommend the <br /> Council approve two signs at the above locations because the Board could <br /> not find fault with the sign request, realizing they cannot waive the consent <br /> of any public body or of property owners . <br /> The motion carried unanimously. <br />
