Tanning sessions will be <br /> scheduled strictly by appointment, and, although the Apache manage- <br /> ment have told him he could operate from 7 :00 A.M. to 12 :00 A.M. <br /> each day, he will only have staff to operate from 8.:00 A.M. to <br /> 8 :00 P.M. at first. Mr. Bowerman opposed setting a specific closing <br /> time for this operation since other City establishments stay open <br /> until after 1: 00 A.M. <br /> Mrs . Makowske reported visiting Mr. Van Meter 's salon in Maplewood <br /> and found no one in .that shopping center who had anything negative <br /> to say about the operation or its clients . Mr. Berg said the same <br /> is true of the three municipalities he had contacted where the exist- <br /> ing ordinances were interpreted to permit this franchise to operate <br /> as an extension of existing services . <br /> The Chairman told Mr. Grewe that since the Commission members have <br /> familiarized .themselves about these salons , which were a new concept <br /> before his proposal, many of the misapprehensions about this being <br /> a front for a. less desirable activity have been dispelled. However , <br /> Mr. Bjorklund said he believes -the- community ' s concerns about illicit <br /> massage parlors and saunas are well taken and cautioned Mr. Grewe <br /> that if he ever permits any type of illegal activity , . the City has <br /> the right to withdraw his permit and staff"will take immediate <br /> action to close him down. <br /> Mr. Bowerman noted the prohibi.tion ..of tanning -of hides 'in that section <br /> of the City Ordinance which permits luggage sales in the City and <br /> suggested this operation be. specifically identified as pertaining to <br /> only the human body. <br /> The hearing was closed at 9 :05 P.M. <br /> .Motion by Mr. Peterson and seconded by Mr. Bowerman to recommend the <br /> Council amend. the City Zoning. Ordinance to .include body sun tanning <br /> salons as- a conditionally permitted .use , finding that, (1) no one <br /> appeared tospeak against the amendment;. (2) merchants and officials <br /> of other municipalities -where similar salons are in operation have <br /> indicated .no obj.ec.tions: _to the manner-- in which they are run or the <br /> type of clientele they attract; and,.- (.3) this service seems compatible <br /> with existing operations such as the health club and weight control <br /> centers in Apache. <br /> • Motion carried unanimously . <br />
