He described the box-like enclosures which utilize ultra violet A rays , as opposed to B rays , which can .burn, and said staff controls the machines and exposure times from outside -the rooms which would be locked for privacy. He has purchased four. Tan Me , Inc. machines , Mr. Grewe told the Commission members., but he is hopeful that there will be the demand for at least ..two more. Tanning sessions will be scheduled strictly by appointment, and, although the Apache manage- ment have told him he could operate from 7 :00 A.M. to 12 :00 A.M. each day, he will only have staff to operate from 8.:00 A.M. to 8 :00 P.M. at first. Mr. Bowerman opposed setting a specific closing time for this operation since other City establishments stay open until after 1: 00 A.M. Mrs . Makowske reported visiting Mr. Van Meter 's salon in Maplewood and found no one in .that shopping center who had anything negative to say about the operation or its clients . Mr. Berg said the same is true of the three municipalities he had contacted where the exist- ing ordinances were interpreted to permit this franchise to operate as an extension of existing services . The Chairman told Mr. Grewe that since the Commission members have familiarized .themselves about these salons , which were a new concept before his proposal, many of the misapprehensions about this being a front for a. less desirable activity have been dispelled. However , Mr. Bjorklund said he believes -the- community ' s concerns about illicit massage parlors and saunas are well taken and cautioned Mr. Grewe that if he ever permits any type of illegal activity , . the City has the right to withdraw his permit and staff"will take immediate action to close him down. Mr. Bowerman noted the prohibi.tion ..of tanning -of hides 'in that section of the City Ordinance which permits luggage sales in the City and suggested this operation be. specifically identified as pertaining to only the human body. The hearing was closed at 9 :05 P.M. .Motion by Mr. Peterson and seconded by Mr. Bowerman to recommend the Council amend. the City Zoning. Ordinance to .include body sun tanning salons as- a conditionally permitted .use , finding that, (1) no one appeared tospeak against the amendment;. (2) merchants and officials of other municipalities -where similar salons are in operation have indicated .no obj.ec.tions: _to the manner-- in which they are run or the type of clientele they attract; and,.- (.3) this service seems compatible with existing operations such as the health club and weight control centers in Apache. • Motion carried unanimously .
