He said he wasn 't convinced <br /> 11 that the figures weren 't there to produce the needed purchase funds from the <br /> 12 develo.pment,-of two single family lots,on the back of the property, which he <br /> 13 perceived could easily be sold for from $30,000 to $35,000 each and less townhomes <br /> 14 than proposed. Mr. Childs responded by saying that staff had studied that alterna- <br /> 15 tive in the summer of- 1984 and that the cash flow figures had- shown that even with <br /> 16 two .$100.,000- houses, the Tax Increment wouldn 't work for such a project. <br /> 17 <br /> 18 Motion by Commissioner Bjorklund and seconded by Commissioner Bowerman to recommend <br /> 19 the Council rezone .the 2. 5 acre Walbon property at the southwest corner of Old <br /> 20 Highway 8 and 33rd Avenue N.E. 'f rom R-1 single family residential , to R-3, <br /> 21 multi-family residential , for' the O1d' Highway 8 Redevelopment/Tax Increment Plan <br /> 22 which would provide 32 townhomes on the site as proposed by the tentative developer, <br /> 23 Brighton Development Corporation, finding that: <br /> 24 <br /> 25 1 . The proposed plan met with the general agreement of the neighbors following <br /> 26 their review of the proposal ; <br /> 27 <br /> 28 2. No one spoke against the rezoning; <br /> 29 <br /> 30 3. The proposed development would eliminate the legal non-conforming, industrial/ <br /> 31 commercial type of land use now in existence on the property; <br /> 32 <br /> 33 4. Rezoning does address. a stated conflict of land users in that area which had <br /> 34 been identified in the City' s Comprehensive Plan; <br /> 35 <br /> 36 5. The Comprehensive -Plan further recommends that medium density housing be <br /> 37 developed for this area; and <br /> 38 <br /> 39 6. The proponent for the rezoning is the City, which is perceived to have the <br /> 40 best interests of its residents at heart. <br /> 41 <br /> 42 Before the vote was taken; Commissioner Bowerman commented that he would be happy <br /> 43 to see this project completed because,. as a resident of that area for overr21 <br /> 44 years, he had been involved it its development. <br /> 45 <br /> 46 Commissioner Jones commented that he- perceives this proposal is an excellent one <br /> 47 which would satisfy many of the neighbors ' concerns. He recognized that the City <br /> 48 had gone a long way to get this far on a viable'project and conceded that some <br /> 49 concessions had .to be made to produce a project which would work. He shared the <br /> 50 concern that the agreement had not been unconditionally guaranteed before the <br /> 51 property was rezoned. <br /> • 52 <br /> 53 Commissioner Jones hoped the developers would look seriously at the provision of <br /> 54 double garages and would work out a satisfactory traffic flow which would eliminate <br /> 55 some of the problems they might not have foreseen with the proposed plan.
