Planning Commission Regular Meeting Minutes <br /> 0 August 16, 1994 <br /> Page 2 <br /> 1 A video was shown depicting the variance requests. In regard to the building, the <br /> 2 variances would be for the south side of the structure and one on the east side. A variance <br /> 3 would be requested for the canopy on the west side and one on the north side. All gas <br /> 4 pumps and the present canopy would be removed and the ground would be restored <br /> 5 according to PCA standards. <br /> 6 Chair Gondorchin asked the Commissioners if they had any questions of staff. <br /> 7 Commissioner Franzese noted two of the driveways would be closed and asked which <br /> 8 driveways these would be, the explanation for their closure and the impact on traffic in <br /> 9 the area. <br /> 10 The architect for the site plan pointed out the two entrances closest to the corner would be <br /> 11 closed and explained how this will improve traffic circulation on the site. <br /> 12 Commissioner Faust asked if there would be a right-hand turn lane exit or entrance for <br /> 463 people entering from 37th Avenue. The architect stated he didn't think traffic would be a <br /> 4 problem,that people would probably use the lights. <br /> 15 City Manager Morrison was asked if traffic flow was a City issue and he responded that <br /> 16 streets were the City's responsibility but driveways were the responsibility of the property <br /> 17 owner. <br /> 18 Commissioner Faust inquired about monitoring wells. City Manager Momson explained <br /> 19 the process of detecting contamination on-site. The architect explained that the new <br /> 20 owners have had an environmental study done since taking over the property and will <br /> 21 take full responsibility for getting the site cleaned up according to PCA standards. They <br /> 22 are also in the process of determining how much impacted soil there is to remove. The <br /> 23 well had been put in by the previous owners as part of the environmental study. <br /> 24 Commissioner Horst inquired if the City had any plans regarding sidewalks as part of <br /> 25 traffic control. City Manager Morrison was not aware of any. <br /> 26 The architect explained their plans consisted of leveling the site, cleaning to PCA <br /> 27 standards, removing the old piping and contaminated soil, basically starting from scratch <br /> 28 and building a new structure. They need the variances to eliminate congestion at the <br /> 29 islands and would like the size of the structure to conform to industry standards. He <br /> stated that they were willing to do whatever was necessary to clean up the site and to <br /> le eliminate the eyesore. <br />
