• Planning Commission Regular Meeting Minutes <br /> August 16, 1994 <br /> Page 8 <br /> 1 Commissioner Faust wanted to know if this applicant's expectations were dependent or <br /> 2 independent of CUB's intentions. City Manager Mornson replied that at this point the <br /> 3 company was thinking independently of CUB. <br /> 4 A discussion ensued regarding what types of ventures would be acceptable under the <br /> 5 current ordinance and that a lumber yard would need a conditional use permit. <br /> 6 Commissioner Faust stated he had received calls from Jim Higgins and Doug Jones who <br /> 7 were very concerned about being locked into this type of operation.and not being open to <br /> 8 other possible developers. They were concerned about the changes of use in the area a <br /> 9 lumber operation would bring in. They were concerned about the aesthetics of the <br /> 10 operation. Generally, lumber yards are dirty and there is an increase in truck noise. <br /> 11 Commissioner Faust expressed concern about the apartment dwellers on the north side of <br /> 12 the site. He stated there was a very probable potential for negative impact on the <br /> 13 apartment dwellers. Commissioner Faust was also concerned about possible negative <br /> 14 environmental impact and water drainage. He also mentioned the need to be careful <br /> Wwhen dealing with large companies as there could be legal setbacks. <br /> 16 Commissioner Makowske stated he had also received calls from Jim Higgins and Doug <br /> 17 Jones. He stated that Mr. Higgins was also concerned about the increase in traffic. Mr. <br /> 18 Higgins was on the Economic Redevelopment Task Force and was interested in seeing <br /> 19 the area being used as residential. Six or seven different uses had been proposed for the <br /> 20 Apache site by the Redevelopment Task Force, with residential use being one of them. <br /> 21 A discussion was held by the Commissioners regarding the economic factors and tax <br /> 22 impact between a residential usage versus commercial usage. <br /> 23 Commissioner Horst requested that it be noted in the minutes he would be abstaining <br /> 24 from any discussion or votes regarding the proposed venture due to a possible conflict of <br /> 25 business interest. <br /> 26 City Manager Momson said one way to regulate the type of use of the site would be to tie <br /> 27 the conditional use permit to the size and type of structure allowed so that a lumber yard <br /> 28 by itself would not be allowed as a usage. - <br /> 29 Chair Gondorchin expressed concerns about this type of operation's impact on residents <br /> 30 in the area, the height of the proposed structure and if multiple level storage would be <br /> allowed. <br />
