Planning Commission Regular Meeting Minutes <br /> • June 20, 1995 <br /> Page 3 <br /> 1 Chair Bergstrom inquired if the expansion would spill over into the park property. Moore-Sykes <br /> 2 indicated it would not. <br /> 3 Commissioner Horst inquired as to the location of the lockup in the facility for prisoners. <br /> 4 Moore-Sykes indicated number 62 could be the location for detention, but was unsure where the <br /> 5 police intended to have their detention room. <br /> 6 Chair Bergstrom inquired if the Council Chambers will have audio/visual facilities. Moore- <br /> 7 Sykes indicated the goal is to have all updated materials, such as monitors, etc. <br /> 8 Commissioner Faust indicated Anoka County has available graphics, etc. in their computer <br /> 9 system that can be downloaded into the cable system. <br /> 10 Commissioner Makowske inquired as to the room next to the Council Chambers. Moore-Sykes <br /> 11 indicated the dotted line denotes a collapsible wall, so the room may be expanded to <br /> 12 accommodate a larger crowd. <br /> 13 Commissioner Faust inquired if a guideline, similar to the federal office guideline, had been <br /> followed to achieve the square footage for each office. Moore-Sykes indicated each department <br /> provided information to the architect regarding the space needed. <br /> 16 Commissioner Faust expressed concern for space. He wanted the new facility to be able to serve <br /> 17 the community for a long period of time. Moore-Sykes indicated some offices will increase in <br /> 18 size and reiterated each department has had an opportunity to meet with the architect to voice any <br /> 19 concerns regarding department needs for space. <br /> 20 Chair Bergstrom inquired as to funding. Moore-Sykes indicated there is Tax Increment <br /> 21 Financing available for the Community Center, but Tax Increment Financing can not be used on <br /> 22 the City Hall portion of the project. She noted the City has $1.1 million set aside for this project. <br /> 23 Commissioner Makowske inquired if there is a group that leases the Community Center portion. <br /> 24 Moore-Sykes indicated she is unsure of the specific financial agreement. She noted the School <br /> 25 District will have a leasing arrangement with the City. <br /> 26 Commissioner Faust inquired about janitorial services, currently the School District provides the <br /> 27 janitor. Moore-Sykes indicated it was here understanding that the City will provide maintenance <br /> 28 in the new facility. <br /> 29 Commissioner Franzese inquired as to where the drop off for children would be. Moore-Sykes <br /> 30 noted the exit doors to the west will be emergency doors and the entrance in front will be the <br /> access. <br />
