Planning Commission Regular Meeting Minutes <br /> • June 20, 1995 <br /> Page 4 <br /> 1 Commissioner Franzese questioned maneuvering in the parking lot and at the entrance. <br /> 2 Commissioner Faust indicated this would be a safety issue. <br /> 3 Chair Bergstrom indicated perhaps there could be one-way traffic. Commissioner Franzese <br /> 4 indicated in addition to handicap parking there could be a few spaces noted for 10 minute <br /> 5 parking for parents dropping off their children. <br /> 6 Commissioner Makowske inquired if the address will stay the same. Moore-Sykes indicated she <br /> 7 suspected the address would stay the same. <br /> 8 Chair Bergstrom inquired if the signage had been decided yet. Moore-Sykes indicated not at this <br /> 9 time. <br /> 10 B. Tax Increment Financing Amendment Review. <br /> 11 Management Assistant Kim Moore-Sykes indicated this information is for Planning Commission <br /> 12 comments. She indicated the planning agency of a municipality is to receive a plan for <br /> 13 redevelopment of an area for consideration. Once the planning agency has reviewed the. <br /> 14 redevelopment plan, an opinion shall be submitted to the municipality in writing. <br /> 15 Chair Bergstrom inquired about the $4,610,000 funds available. Moore-Sykes indicated some of <br /> 16 the funds are already in the bank and some are coming in as taxes are collected. <br /> 17 Chair Bergstrom inquired as to LGA loss. Moore-Sykes indicated this is in reference to local <br /> 18 loss. She noted there will be no loss, this is set up to safeguard misappropriation of funds. <br /> 19 Chair Bergstrom.inquired if there will be new Tax Increment Financing districts. Moore-Sykes <br /> 20 indicated these are TIF redevelopment projects, not districts. <br /> 21 Commissioner Franzese inquired if the School District or County have responded. Moore-Sykes <br /> 22 indicated not to her knowledge, but Ramsey County inquired about the American Monarch <br /> 23 project. <br /> 24 Commissioner Faust inquired if the list is a prioritized list. Moore-Sykes indicated no, it is just a <br /> 25 listing of projects. <br /> 26 Moore-Sykes, in response to Chair Bergstrom, indicated American Monarch is not a TIF district, <br /> 27 but is adjacent to a TIF district. She noted monies can be used from the adjacent TIF districts for <br /> 28 the redevelopment of this project,but the owners would have to submit a written request to the <br /> �9 City's HRA. <br />
