J <br /> Planning Commission Regular Meeting Minutes <br />------ February 20, 1996 <br /> Page 10 <br /> 1 Ms. Moore-Sykes reported that Mr. Miller contacted staff regarding a proposed addition to the <br /> 2 St. Anthony Health Center. In order to build this addition, he needs to get State approval and <br /> 3 expand the lot. <br /> 4 Ms. Moore-Sykes stated that a moratorium has been placed on nursing home expansion and <br /> 5 Mr. Miller has applied for an exception to the moratorium. She reported that currently <br /> 6 Chandler Place and the nursing home are on two separate properties with an easement that <br /> 7 gives Chandler Place access to the dining facilities of the St. Anthony Care Center. <br /> 8 Mr. Hamer stated that, in addition to the proposed addition, Mr. Miller needs to replat for <br /> 9- the purpose of the loan value. <br /> 10 Ms. Moore-Sykes stated that there is not sufficient parking if the proposed addition is built. <br /> 11 Commissioner Gondorchin inquired who the parking would be for. Ms. Moore-Sykes replied <br /> 12 it would be for staff and visitors. <br /> 13 Mr. Hamer stated that he counted parking at Chandler Place and noted 17 vacant spaces on <br /> 14 site, with 10 cars parking on Chandler Drive. He stated that parking is a problem for those <br /> 5 visitors going to Chandler Place. <br /> 16 Chair Bergstrom inquired how accurately staff can predict the shift size. Mr. Hamer replied <br /> 17 that there is sufficient parking available for both facilities to park on site, without using street <br /> 18 parking. <br /> 19 C. Review Village Properties Proposed.Construction <br /> 20 Ms. Moore-Sykes reported that Mr. Cowan submitted plans for the development of property <br /> 21 east of American Monarch, located on 37th Avenue and Silver Lake Road. She stated that the <br /> 22 replatting and subdivision of the property is separate from the Monarch property and will <br /> 23 have to be applied for. Ms. Moore-Sykes stated the issues that will have to be addressed <br /> 24 include the rear yard setback variance, elevation maps to determine that no ground cover is <br /> 25 removed from the water main that exists to the north of the building, and drainage and water <br /> 26 retention plans. - She stated that according to the submitted plan, parking appears to be <br /> 27 sufficient. <br /> 28 Chair Bergstrom stated he was concerned about the water main. Mr. Hamer stated that the <br /> 29 storm sewer, east of the Monarch property, is located near the propane tanks and the railroad <br /> 30 right-of-way. He stated that it is five feet past the property line, and a zero lot line is needed. <br /> 31 Mr. Hamer stated that there is not sufficient room to dig for storm sewer and the City must <br /> 32 use the railroad property to back trucks and equipment for the project. He stated that there <br /> �3 will not be a lifetime easement given if requested and that the City could condemn the <br /> �4 property. <br />
