Planning Commission Regular Meeting Minutes — February 20, 1996- - - — ------ -- — - --— - - Page 11 1 Chair Bergstrom inquired if water main lines can be shown in packet maps. Mr. Hamer stated 2 there is no footprint of the building yet. 3 d. EAW, Apache Plaza - FYI 4 Ms. Moore-Sykes stated that a copy of the February 15, 1996, EAW report on Apache Plaza 5 has been included in the Planning Commission packet. Chair Bergstrom inquired if there 6 were any signed comments. Ms. Moore-Sykes replied there were not. 7 e. Telecommunications Seminar 8 Ms. Moore-Sykes reported that neither she or Mike Mornson can attend the upcoming 9 telecommunications seminar and asked if anyone from the Planning Commission would like 10 to attend. Commissioner Makowske will attend the seminar on Thursday, February 22, 1996, 11 from 10:00 A.M. to 12:00 Noon. 12- VIII. COMMISSIONER COMMENTS 13 Commissioner Franzese noted that the American Monarch building loading docks may create �4 traffic problems. 15 Chair Bergstrom inquired what will be on next month's agenda. Ms. Moore-Sykes stated that 16 it will include the Chandler subdivision/replatting request and that Village Properties have not 17 yet applied for a subdivision of property yet. 18 Chair Bergstrom inquired if a concept review will be done on the Village Properties proposal 19 before the public hearing. He stated that as the "significant" developments come before the 20 Planning Commission, he would like to hold a concept review workshop before the public 21 hearing. Mr. Hamer suggested holding the workshop one to two weeks before the meeting 22 to speed the process. Chair Bergstrom agreed, stating it would be pro-active to review plans 23 in that manner. Mr. Hamer stated it would also assist staff in preparing what is needed for 24 the public hearing. Commissioner Makowske stated he liked being prepared previous to the 25 public hearing. 26 Commissioner Franzese cautioned that the public hearing may become "dry" to the public, 27 who wants to hear the issues as they come before the Planning Commission. Chair Bergstrom 28 stated he agreed with Commissioner Franzese, but noted that the Planning Commission's 29 mission is to make the best possible decisions and projects, and that is best served by a concept 30 review. 31 Commissioner Gondorchin noted he had no further comments. 0 Commissioner Franzese commented on the senior citizen center on 18th Avenue and Filmore 33 Street in Minneapolis.
