He thanked former <br /> 3 Commissioner Rosemary Franzese for fifteen years of service and extended her his best wishes. <br /> 4 He encouraged any member of the Commissioner who had not yet called her to do so. <br /> 5 <br /> 6 1. Comprehensive Plan Update Process. <br /> 7 Ms. Moore-Sykes reported she had spoke with Suzanne Rhees, BRW Inc., this afternoon and <br /> 8 there are two issues outstanding in regard to the Comprehensive Plan Update. The Metropolitan <br /> 9 Council provides projected numbers, re: population, employment, housing, etc..and-the City can <br /> 10 accept this--projection or they can develop their own and submit them as part of the <br /> 11 Comprehensive Plan. Ms. Moore-Sykes noted the employment projection numbers provided by <br /> 12 the Metropolitan Council are relatively high and would be difficult for the City of St. Anthony to <br /> 13 achieve. Ms. Rhees agrees with this. <br /> 14 The second issue is the Waste Water Flowage Levels. Ms. Moore-Sykes noted she had also <br /> 15 received a voice mail message from the Metropolitan Council asking when the formally <br /> 16 approved Comprehensive Plan will be submitted. This will be submitted in the last part of <br /> 17 February or early part of March. <br /> qtChair Bergstrom asked if the City could submit lower employment projections with justification. <br /> 19 Ms. Moore-Sykes stated this was an option. <br /> 20 Chair Bergstrom asked if the City could use the numbers projected by the Metropolitan Council. <br /> 21 Ms. Moore-Sykes stated the City would have to project increased Waste Water Flows and <br /> 22 determine how they would deal with that issue. <br /> 23 Chair Bergstrom asked if that would require capital improvements to the sanitary sewer <br /> 24 infrastructure. <br /> 25 Ms. Moore-Sykes stated this issue is currently addressed during the street reconstruction process. <br /> 26 The projected flows seem to be within acceptable levels except during a heavy rain when there is <br /> 27 a problem of infiltration of storm water into the sanitary sewer. She noted the City is also <br /> 28 addressing this problem with a Sump Pump Ordinance which will be considered for a 2nd <br /> 29 reading by the City Council at their next meeting. <br /> 30 Chair Bergstrom asked if there would be a penalty if the projected levels were not reached. <br /> Ms. Moore-Sykes stated she did not believe there would be a penalty. <br />
