Planning Commission Regular Meeting Minutes <br /> • January 20, 1998 <br /> Page 11 <br /> 1 Commissioner Gondorchin asked if the inability to meet the projections would affect the City of <br /> 2 St. Anthony's ability to get funding for road construction, transportation or utilities. <br /> 3 Ms. Moore-Sykes stated it may affect funding for transportation at some point in the future if the <br /> 4 Metropolitan Council does not believe that St. Anthony is trying to keep a large number of the <br /> 5 people who live in the City employed here. Currently funds are made available based on the <br /> 6 Livable Communities Act and as long as the City continues to voluntarily participate in that <br /> 7 program and meet the benchmarks there should not be a problem. She stated this would not <br /> 8 impact municipal state aid for roads. <br /> .9 Ms. Moore=Sykes stated she will be meeting with Ms. Rhees to work out the details. <br /> 10 2. Status Reports re: Task Forces. <br /> 11 Commissioner Gondorchin apologized that he had been unable to attend the recent Parks Task <br /> 12 Force meeting. <br /> 13 Ms. Moore-Sykes reported that Peter Willenbring of WSB had attended the Parks Task Force <br /> 14 meeting to describe the impact to the parks if the City adopts the WSB's Storm Water <br /> 15 recommendations. Mr. Willenbring explained that one of the suggested recommendations is to <br /> lower Silver Point Park by ten feet. He noted that the water will recede within 24 to 36 hours <br /> even after a heavy 100-year event. The proposed infrastructure under the recession would help <br /> 18 the water of a normal storm drain faster from the fields than it currently drains. Mr. Willenbring <br /> 19 also explained the possibility for the northeast corner of Central Park of lowering it a bit, <br /> 20 installing a berm, and planting semi-aquatic native plants. BRW displayed an example of a <br /> 21 possible trail system. <br /> 22 Commissioner Kaczor noted that the City pays a large amount of taxes into the Hennepin and <br /> 23 Ramsey County Park System and asked if any of that money is returned to the City of St. <br /> 24 Anthony for the parks. <br /> 25 Ms. Moore-Sykes stated she could research this issue. She noted other cities are currently trying <br /> 26 to obtain funding for parks via the Government Legacy Bonding Bill. She reported that she has <br /> 27 attended Parks & Recreation Association meetings where granting possibilities were discussed. <br /> 28 Commissioner Makowske reported his attendance at the recent Storm Water Task Force meeting. <br /> 29 That was the last meeting until May 15, 1998. At that meeting the WSB recommendations were <br /> 30 discussed. These recommendations include the purchase of up to five homes, enactment of a <br /> 31 flood proofing program (of which the resident pays 35% and the City pays 65%), and an increase <br /> 32 in the Storm Water Utility Fee to $13 per quarter. Makowske noted this will be the highest <br /> 33 Utility Fee in the metropolitan area. <br /> 0 <br />
