Planning Commission Regular Meeting Minutes <br /> • January 20, 1998 <br /> Page 7 <br /> 1 Commissioner Gondorchin stated the reason he questioned the requirement was in relation to <br /> 2 potential conflict between the residents who will parking and driving behind the building. <br /> 3 Beyond that, he believed this would be a handsome addition to the area. <br /> 4 Motion by Commissioner Gondorchin, seconded by Commissioner Thompson, to recommend <br /> 5 approval of the subdivision of property located at 3301 Stinson Boulevard per the reasons <br /> 6 detailed in the City Staff recommendations as follows: <br /> 7 1. It meets all the requirements of the City's Zoning Ordinance; <br /> 8 2. The project is well suited for the area; and <br /> 9 3. That this takes into consideration those points detailed in the City Attorney's letter dated <br /> 10 January 19, 1998; and, <br /> 11 Conditioned on: <br /> 12 1. Confirmation that the lot coverage issue is satisfied. <br /> 13 <br /> 14 Motion carried unanimously. <br /> Chair Bergstrom noted this request will be considered by the City Council at their January 27, <br /> 1998 meeting. <br /> 17 3. Conditional Use Permit- Autumn Woods. <br /> 18 Chair Bergstrom opened the public hearing at 7:40 P.M. <br /> 19 Ms. Moore-Sykes reported City Staff has received a request from Rose Fitzjerrells, Manager of <br /> 20 Autumn Woods of St. Anthony for a Conditional Use Permit to provide an on-site beauty salon <br /> 21 for resident use. The management group'of Autumn Woods is proposing to convert a whirlpool <br /> 22 room into a one-station beauty salon for the sole use of the residents. <br /> 23 Section 1630.03, ( c) of the City Ordinance states that within an R-4 Zoning District, a service or <br /> 24 convenience type businesses, including beauty shops which exists in and catering to the residents <br /> 25 of an apartment or condominium building or complex, which does not exceed 1,000 square feet <br /> 26 in size and provided there is no advertising or signing on the exterior of the building or in any <br /> 27 yard. Minnesota statutes and City Ordinances require that the proposed conditional use is one <br /> 28 that is specifically listed for the zoning district in which it is to be located; that the proposed <br /> 29 conditional use will not be detrimental to the health, safety or general welfare of persons residing <br /> 30 or working in the area or injurious to property values or improvements in the vicinity; and that <br /> 31 the proposed use is necessary or desirable at the above location. <br /> Based on the information provided to Staff by the applicant, the proposed use meets State and <br /> City requirements. <br />
