City Council Regular Meeting Minutes <br /> March.28, 1995 <br /> Page 6 <br /> 1 Enrooth questioned if this was the appropriate committee for Mr. Weiberg. He indicated <br /> 2 there were a number of task forces related to the Watershed District. He stated the first <br /> 3 meeting of the task force was scheduled for Wednesday and he would check on it there. <br /> 4 Mornson reported his attendance at a meeting with the Rice Creek Watershed District and <br /> 5 indicated he would be discussing this meeting at the work session on April 4th and report <br /> 6 on the meeting at the April 1 I th City Council Meeting. <br /> 7 Mornson reported there are two possible tenants for the St. Anthony Shopping Center, <br /> 8 Subway.and a chinese restaurant. <br /> 9 <br /> 10 Mornson reported there were three to four hearings on development projects scheduled <br /> 11 for the April Planning Commission meeting. Mornson gave updatds on three police <br /> 12 issues: (1) he indicated the Police Supervisor position started March 20th; (2) he stated <br /> 13 the prosecuting attorney's contract will start on Sunday; and, (3) indicated he had met <br /> 14 with the Falcon Heights Administrator today and received compliments on the efforts of <br /> 15 the police officers working in that area. <br /> 16 Mornson reported within the next 90 days,work will be started on the 1996 union <br /> 17 contracts and 1996 budget. He recommended the Council bring their community center <br /> 18 books to the work session on April 4th. He indicated the 1994 audit was underway and <br /> 19 hopefully will be completed by May. <br /> 20 Mornson reported Minnegasco and the Fire Department are working on a project where <br /> 21 the Fire Department nt will respond with Minne asco when there are residential calls <br /> 22 regarding heating and carbon monoxide. He stated the Fire Department is applying for <br /> 23 some charitable gambling money from the Sports Boosters to purchase a carbon <br /> 24 monoxide tester for$1,500.00. He stated there have been four calls in the St. Anthony <br /> 25 area this past year. <br /> 26 Mornson stated the Board of Review Meeting will be held April 11, 1995 at 6:30 P.M. <br /> 27 After adjournment of the meeting,the City Council Meeting will begin. <br /> 28 VIII. PUBLIC HEARING -None. <br /> 29_. IX. NEW BUSINESS. <br /> 30 Rosemary Franzese reported she spoke with Bob Porter, Head of Finance for the Minnesota <br /> 31 Board of Education: He indicated the St. Anthony School District is number one in the state for <br /> 32 the most dollars per student in supplemental aid. The average state aid per student is $3015.00. <br /> 33 The St. Anthony students receive$3,783.00 each. She indicated the excess referenda is <br /> 34 grandfathered in. The current excess referendum could not be passed as it is over 25% of the <br /> 35 state aid formula. In other words, St. Anthony has topped out on the amount of state aid a <br /> 36 student can receive and also topped out on the number of dollars obtained from property taxes. <br /> 37 St. Anthony is 3rd in the amount of open enrollment dollars in the State. She reported there are <br /> 38 bills on the.Legislative floor that will allow governmental entities to have control of school <br /> 39 district TIFs.' She reported today she spoke with Dan Brian,Head of Organization for the State <br /> 40; _ Department of_Education,and he has written a language on a moratorium on public building to <br /> 41, take effect July- 1st, as there.is too much building going on without planning.
