Planning Commission Regular Meeting Minutes <br /> January 21, 1997 <br /> Page 3 <br /> 1 Ms. Moore-Sykes reported in an attempt to facilitate the redevelopment of commercial areas <br /> 2 in St. Anthony, the City proposes to amend Chapter 16, Section 1635.05 of the St. Anthony <br /> 3 1993 Code-Ordinances. This change is being proposed to allow for the unique circumstances <br /> 4 created by current redevelopment strategies and efforts being utilized in commercial areas. <br /> 5 The current setback requirements of the Zoning Ordinance seem to be creating an impediment <br /> 6 . to these redevelopment efforts, causing the request of several variances to be granted. It is <br /> 7 the intent of the City to allow for the orderly and logical redevelopment of its commercial <br /> 8 areas, while at the same time allowing redevelopment to occur in a controlled manner. <br /> 9 Ms. Moore-Sykes reported Staff is recommending the approval of the proposed amendment to <br /> 10 Chapter 16, Section 1635.05 of the St. Anthony 1993 Code of Ordinances by adding <br /> 11 Subdivision 8 and Section 2, Subdivision 27. <br /> 12 Chair Bergstrom noted that the requirement of 75,000 square feet of floor area was not <br /> 13 included in this amendment. He stated if the requirement was not included in the definition <br /> 14 of a shopping center, any center with 4 or more businesses would be able to present a <br /> 15 comprehensive signage package. He felt the comprehensive signage package was created for <br /> 16 larger shopping centers and may not be warranted for smaller centers with 4 or more <br /> 17 businesses. <br /> 18 Commissioner Gondorchin noted the 75,000 square foot requirement did appear in other areas <br /> 19 of the.Code of Ordinances including Chapter 16, Section 14.04. <br /> 20 Commissioner Horst stated he felt the restriction of 4 or more businesses was sufficient. He <br /> 21 questioned the detriment of allowing smaller establishments to utilize the comprehensive <br /> 22 signage package. <br /> 23 Commissioner Gondorchin stated he felt the intent was to address the north and south side of <br /> 24 Apache Plaza. <br /> 25 Commissioner Makowske noted "strip malls" are included in the comprehensive signage <br /> 26 package. <br /> 27 Chair Bergstrom closed the public hearing at 7:23 P.M. <br /> 28 Motion by Gondorchin, seconded by Bergstrom, to recommend adoption of the proposed <br /> 29 amendment to Chapter 16, Section 1635.05 and Section 2, Subdivision 27 of the St. Anthony <br /> 30 1993 Code of Ordinances as outlined by Staff and including the addition to the last sentence <br /> 31 of Subdivision 8 of, "and a total minimum floor area of 75,000 square feet. <br /> 32 Motion carried unanimously. <br /> 33 VIII.
