Backyard Setback Variance <br /> 3 Ms. Moore-Sykes reported approximately 18 months ago, this property had been replatted into <br /> 4 R-1 single.family lots at the request of the property owner. Late last summer, Mr. Beach <br /> 5 presented a proposal to construct townhomes on this property. That proposal required a <br /> 6 number of variances. Mr. Beach is-currently presenting a new proposal to replat and rezone <br /> 7 the lots to R-3 in order to build townhomes on the property. The current proposal will only <br /> 8 require one 12 foot variance for a backyard setback. <br /> 9 Mr. Larry Beach reported that originally Mrs. Verkins had worked with Paul Redlinger in an <br /> 10 attempt to sell these lots as single family lots. To date, she has experienced no success. Mr. <br /> 11 Beach stated he had approached Mrs. Verkins with the proposal of building townhomes as he <br /> 12 felt it would be a good use of the land. Mr. Beach noted the proposal would allow for the <br /> 13 removal of two homes on the site that are not up to Code and have been used as rental <br /> 14 - property for quite some time. He stated he felt R-3 was the right zoning for this property. <br /> 15 Mr. Beach reported he was proposing seven townhomes. He noted Mrs. Verkins home would <br /> 16 remain on the property. Mr. Beach explained the townhomes on Lots 4 and 5 are smaller <br /> 17 than the townhomes on Lots 2 and 3 to fit on the property without requiring a variance. The <br /> 18 only variance required is a 12 foot backyard setback variance for Lot 5. <br /> 19 Ms. Moore-Sykes noted Staff has verified this will be the only setback variance necessary. <br /> 20 Staff has not yet calculated floor area ratio or lot coverage. <br /> 21 Mr. Beach reported Hennepin County has given preliminary approval of the proposed curb <br /> 22 cuts. He noted a horseshoe driveway and a turnaround will be provided so vehicles will not <br /> 23 be required to back out onto Highway 88. <br /> 24 Commissioner Franzese complimented Mr. Beach on the homes he had constructed on Silver <br /> 25 Lake Road and Townview. <br /> 26 Mr. Beach reported the starting price of the townhomes would be $175,000 to $180,000. The <br /> 27 units facing Highway 88 would be step down units to accommodate the relief on the lot. Mr. <br /> 28 Beach stated his rationale for replatting and rezoning was that this proposal would eliminate <br /> 29 two homes which were in bad shape and would provide seven homes instead of three. <br /> 30 Commissioner Franzese asked if Mr. Beach felt the highway would affect the price of the <br /> 31 townhomes. <br /> 32 Mr. Beach stated he did not believe the highway would affect the price due to the horseshoe <br /> 33 driveway and the turnaround. <br /> 34 Chair Bergstrom noted the area is quite congested on Saturday mornings in the summer due to <br /> 35 Little League games. He questioned if people would be tempted to park in the driveway. <br />
