City Council Regular Meeting Minutes <br />January 26, 2016 <br />Page 3 <br /> <br />Mayor Faust stated from where we started until now, the Parks Commission was developed to 1 <br />put information in the Comprehensive Plan to look at parks maintenance and improvement 2 <br />needs. Mayor Faust stated he appreciates the work the Parks Commission does. 3 <br /> 4 <br />Motion by Councilmember Brever, seconded by Councilmember Stille, to approve the 2016 5 <br />Parks Commission Work Plan as presented. 6 <br /> 7 <br />Motion carried 4-0 8 <br /> 9 <br />C. Resolution 16-017 a resolution Finding a Negative Declaration of Need for an 10 <br />Environmental Impact Statement for Mirror Lake Improvements 11 <br /> 12 <br />City Engineer Todd Hubmer stated an Environmental Assessment Worksheet (EAW) has been 13 <br />prepared for the Mirror Lake Improvements Project that includes excavation of a public water 14 <br />body, Mirror Lake. The EAW examined the potential environmental effects of water quality and 15 <br />flood improvements. Required agencies and residents have had an opportunity to comment on 16 <br />the EAW and staff has responded to the comments received. Projects that are determined to have 17 <br />the potential for significant environmental effects with appropriate construction phasing and 18 <br />mitigation, as outlined in the EAW, and there is no need for the preparation of an Environmental 19 <br />Impact Statement. 20 <br /> 21 <br />Staff recommends Council adopt the resolution declaring no need for an Environmental Impact 22 <br />Statement; accept the Response to Comments, the Findings of Fact, and the Record of Decision 23 <br />on the EAW; and certify the EAW was prepared for the Mirror Lake Improvements as an 24 <br />adequate examination of the environmental impacts of the proposed development. 25 <br /> 26 <br />Councilmember Stille asked if there was pushback from any of the agencies involved and Mr. 27 <br />Hubmer stated each agency has been contacted and there are no issues. Councilmember Stille 28 <br />stated the plantings around Mirror Lake will include milkweed, and other native vegetation. The 29 <br />neighborhood will be involved in discussions about the plantings around the lake. Mayor Faust 30 <br />noted this is the first step in the process. 31 <br /> 32 <br />Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution 33 <br />16-017; a Resolution Finding a Negative Declaration of Need for an Environmental Impact 34 <br />Statement for Mirror Lake Improvements. 35 <br /> 36 <br />Motion carried 4-0 37 <br /> 38 <br />D. Presentation of Tree City USA by Kristin Seaman, GreenCorp Member 39 <br /> 40 <br />GreenCorp Member Kristin Seaman reviewed a PowerPoint presentation on Tree City USA. She 41 <br />reviewed what exactly is a Tree City, the value of being a Tree City, requirements for being a 42 <br />Tree City, and the process for becoming a Tree City. Ms. Seaman noted the Parks Commission 43 <br />acts as the Tree Board. April 29th will be Arbor Day Observance in 2016. The next steps will be 44 <br />the passing of an Arbor Day Proclamation, celebrate Arbor Day, adopt a Tree Care Ordinance, 45 <br />and complete the application materials. After being a Tree City for two years, the City will 46 <br />work towards recognition from the Growth Award. 47 <br /> 48 <br />3
