r <br /> -2- <br /> Mayor <br /> 2-Mayor O'Connor announced that this was the time and the place for the holding <br /> of a public hearing including drainage area #2 as part of the Silver Lake <br /> drainage outlet. <br /> DeWayne Olson of Comstock and Davis,' Village Engineers, explained in detail <br /> the boundaries of Drainage Area #2 and its contribution to the Silver Lake <br /> outlet. He stated that the total estimated cost of the project was $31,600.00, <br /> or 26.44 per 100 sq. ft. or, $115.00 per acre. <br /> Mr. Olson explained that the estimate was a preliminary one and that the pro- <br /> ject was contingent on an agreement between the Village of New Brighton and the <br /> Village of St. Anthony. Mr. Allen W. Durtsche, 2908 - 36th Avenue N.E. asked <br /> if there were any lift stations included in the proposals. Mr. Olson informed <br /> him that the system was a gravity system and that no lift stations were inclu^ <br /> ded in the design. Mr. Durtsche asked if the internal storm sewer system for <br /> area #4 was to be assessed to that area, only. Mr. Olson explained that the <br /> internal system for the various drainage areas were assessed to the area only <br /> and that the main trunk system was assessed to those areas draining into the <br /> trunk system. Mr. Ketchum, 3507 Harding Street stated that his property was <br /> not included in the assessment for area #2 on an earlier storm sewer assessm- <br /> ent. It was explained by Mr. Olson that the perimeter boundary lines used for <br /> public notice were not the exact boundarylines used for assessment purposes, <br /> and that if he was excluded from district #2 assessments on previous imp- <br /> rovements that he would be excluded on this assessment also. <br /> The Mayor read a prepared notice of objection submitted by the Soo Line R.R. <br /> and ordered same filed. A representative of the Soo Line R.R. asked to be s <br /> heard, and stated that the company felt that the assessment as proposed should <br /> be financed from general revenue rather than assessments. DeWayne Olson, <br /> Village engineer, stated that the storm sewer improvements as affected the Soo <br /> Line R.R. property, alleviated flooding conditions along the R.R. RIW. Raymond <br /> Haik, Village Attorney, informed those present that assessment notices will be <br /> sent to property owners affected prior to an assessment hearing. This hearing <br /> would be conditioned on a joint agreement to proceed on the project that is <br /> being negotiated with the Village of New Brighton, and the ultimate construct- <br /> ion of the Silver Lake Outlet. Mr. John Nash asked whether an assessment would <br /> be levied if the project was not constructed. He was informed that no assess <br /> ments would be levied unless the project was completed as outlined by the <br /> Village engineer. There being no further disscussion, <br /> Councilman Bailey introduced Resolution #66-053 and moved its adoption. <br /> RESOLUTION NO, 66-053 <br /> RESOLUTION CONCERNING HEARING ON SILVER LAKE DRAIN- <br /> AGE OUTLET AND COUNTY DITCH #3. <br /> The reo slution was duly seconded by Councilman Sorenson. <br /> • Voting on the resolutions <br /> Ayes O'Connor, Dougherty, Springer, Bailey, Sorenson <br /> Nays Norte <br /> Resolution declared adopted. <br />
