-3- <br /> The <br /> 3-The proposed agreement for the Improvement of Ramsey County Ditch #3 was <br /> discussed at length. Councilman Dougherty introduced Resolution No. 66-076 <br /> and moved that it be adopted. <br /> RESOLUTION NO. 66-076 <br /> RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE <br /> MANAGER TO ENTER INTO AGREEMENT WITH THE VILLAGE <br /> OF NEW BRIHGTON FOR THE IMPROVEMENT OF COUNTY <br /> DITCH #3. <br /> The Resolution was duly seconded by Councilman Sorenson. <br /> Voting on the resolution; <br /> Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson <br /> Nay: None <br /> Resolution declared adopted. <br /> The Mayor declared that this was the time and the place for the holding of the <br /> adjourned Public Hearing on the Improvement of the Silver Lake Drainage Outlet <br /> and the Internal Drainage System for District #4 in Ramsey County. <br /> • After a brief discussion the meeting was adjourned at 9:45 P.M. and reconvened <br /> at 10:00 P.M. All present. <br /> Village Engineer, DeWayne Olson, reviewed the two drainage proposals as pres- <br /> entdd at the original hearing explaining the area involved and the estimated <br /> cost of the improvements. Mr. Kenneth Lee, property owner, reviewed the <br /> property in the drainage area that he holds title to and objected to the costs <br /> of the two projects as proposed. He stated that he felt that such assessments <br /> were confiscatory and that the property he owns is presently being assessed <br /> for sewer and water improvements and now in addition the proposed storm sewer <br /> projects that he has no use for. He also registered a complaint on the zoning <br /> of his property claiming that other property owners had more advantageous <br /> zoning privileges. Mr. Lee stated that Mr. Thernes, property owner, had <br /> requested that Mr. Lee present his objections to the Village Council an the <br /> proposed drainage project. Mr. Olson stated that 40t per 100 sq. feet of the <br /> $2.90 per 100 sq. ft. was for District #41s share of the Silver Lake Outlet. <br /> There being no further questions, <br /> Councilman Sorenson introduced Resolution No. 66-077 and moved its adoption. <br /> RESOLUTION No. 66-077 <br /> RESOLUTION ORDERING IMPROVEMENT OF SILVER LAKE <br /> OUTLET AND COUNTY DITCH #3 AND PREPARATION OF <br /> FINAL PLANS AND SPECIFICATIONS BY THE NEW BRIGHTON <br /> • VILLAGE ENGINEER PURSUANT TO A JOINT AGREEMENT <br /> WITH THE VILLAGE OF NEW BRIGHTON. <br />
