-2- <br /> The <br /> 2-The Council discussed the report received from Mr. William G. Ridge, Director <br /> of Engineering Operations for the City of Minneapolis, disclosing that the <br /> City of Minneapolis had installed a drain across St. Anthony Boulevard at <br /> McKinley St. and during the years 1968 and 1969 will provide a storm sewer <br /> connection in order to collect the surface waters which are presently draining <br /> into St. Pnthony Village and contributing to the surface water flooding prob- <br /> lems in St. Anthony Village along St. Anthony Boulevard. <br /> The Council discussed the request of the Ramsey County Auditor that the. Village <br /> concur in the classification of Lot 1, Bloat 20 Mounds View Acres 2nd Addition <br /> as non-conservation lands and approve the sale of the property. Following <br /> discussion, and the need to maintain control over this area particularly for <br /> handling of the Village surface water problems in the Ramsey County area, the <br /> motion was made by Councilman Bailey seconded by Councilman Springer that <br /> Resolution No. 67-047, to approve the classification of Lot 1, Block 29 Mounds <br /> View Acres, 2nd Addition as non-conservation lands, but to disapprove of the <br /> sale of the land and to direct the Village Attorney to take the action needed to <br /> acquire the property. <br /> Voting on the motion: <br /> Aye: O'Connor$ Dougherty, Bailey, Emond, Springer <br /> Nay: None <br /> • The Resolution was declared adopted. <br /> The Council discussed the communication received from Mr. & Mrs. M. E. Davis, <br /> 1611 East 57th St. in Minneapolis, with respect to the operation of noisy and <br /> disturbing motorcycles in the Village of St. Anthony on Skycroft Drive. It <br /> was reported to the Council that the Village Police had ascertained the veh- <br /> icles in question and had inspected the same and found them to be property <br /> Aquipped. <br /> The Council discussed the request that the Village Manager be authorized to <br /> advertise for bids for a new Police Patrol Car. Discussion disclosed some <br /> questions concerning the extent to the necessity for the items of special <br /> equipment called for on the bid specifications. Following the discussion it <br /> was moved by Mayor O'Connor, seconded by Councilman Bailey to advertise for <br /> bids. <br /> Voting on the motion: <br /> Aye: O'Connor, Bailey, Emond, Springer <br /> Nay: Dougherty. <br /> Motion Carried. <br /> The Council discussed the item with respect to the number and repeated nature <br /> of certain garage sales within the Village. The Village Manager was directed <br /> to instruct the Village employees to observe the extent and nature of the <br /> • garage sales particularly locations where repeated sales took place and he alsc <br /> directed to inforce the Village Sign Ordinance with respect to advertising tho <br /> existence of the garage sales. <br />
