J <br /> RESOLUTION NO. 68-044 <br /> ' A RESOLUTION MODIFYING THE 1968 BUDGET. <br /> The Resolution was duly seconded by Councilman Springer. <br /> Voting on the motions <br /> Aye: O'Connor, Springer, Dougherty, Emond, Crouse. <br /> Nay: None. <br /> Resolution declared adopted. <br /> Mr. Dick Leppi, St. Anthony JC's appeared regarding the following licenses for <br /> the JC September Fest: Sound truck, Parade permit, Park grounds permit, fire- <br /> works permit, ningo license, food sales license, 3.2 beer license(limited to <br /> period of September Fest), temporary sign permit, dance permit. The program <br /> and permits were reviewed by the Council . Councilman Emond moved and second- <br /> ed by Mayor O'Connor that the St. Anthony JC's be granted the aforementioned <br /> permits as requested and that the permit and license fees be waived. <br /> Motion carried. <br /> The second quarter liquor store report was received by the Council and ordered <br /> filed. <br /> • The requests of Local #57 were presented to the Council as follows : <br /> One additional holiday, salary increase to $719 per month, a 3 step salary <br /> range set up, longevity reduced to 4 years of service, increase in night diff- <br /> erential pay 3rd s.iift, include second snift' in night differential pay, <br /> accrued sick leave - overage to vacation time, increase in uniform allowance <br /> to $200.00. The Council was advised that the pay offer was to 7% and that <br /> the night differential pay and longevity were equivalent to 1% and thus equal <br /> to the union requests. The Village Manager was authorized to continue the <br /> negotiations on the basis of the 7% offer. <br /> Mr. Charles Rubenstein, attorney, representing, Hobo Kitchen, Burger Chef, <br /> and St. Anthony Shopping Center appeared regarding sign requests by their <br /> clients. The Council informed Mr. Rubenstein that they had not received a <br /> formal request from the Shopping Center regarding the 2nd pylon sign and <br /> that the request was held up due to the Planning Boards directive that the <br /> sign be illuminated from the interior rather than exterior spot lights. The <br /> Mr. Hobo sign was discussed at length. It was felt by the owners of the <br /> property that discretion had been used in similar circumstances in the past <br /> as regards pylon signs. It was further stated that the sign was damaged <br /> by the storm over a year ago and that the sign was necessary to their business. <br /> Counsel stated that the general comments made for the Shopping Center and <br /> the Hobo Kitchen sign would also hold for the Burger Chef sign. A repre- <br /> sentative of the Macey Sign Company stated that the Village was completely <br /> developed and that his client should be afforded the same consideration of <br /> other similar businesses. He stated that Clark Oil Company, Kenzie Oil <br /> Company, Village Liquor Store, Medtronics Inc., Perkins House, Standard Oil <br /> Company and Dairy Queen were all granted variances in the past several <br />
