-2- <br /> Motion <br /> 2-Motion by Councilman Crouse and seconded by Councilman Englund to adopt Ordinance <br /> 1970-11 after the following 'changes and corrections have been made in the ordinance <br /> as written by the Village Attorney: <br /> ORDINANCE 1970-11 <br /> AN ORDINANCE PROVIDING FOR THE RE- <br /> ORGANIZATION OF THE DEPARTMENT OF <br /> PUBLIC SAFETY <br /> The following are the changes and corrections to be made: <br /> The title should be "ORGANIZATION" rather than "REORGANIZATION". <br /> Section 2, PURPOSE-Should be written as follows: It is the purpose of this <br /> Ordinance to organize the Village Department of Public Safety, to the end <br /> that the Village personnel of the Department of Public Safety will be public <br /> safety specialists capable of performing both police and fire functions and <br /> services. <br /> Section 5, EMPLOYEES-At the end of Subdivision 1 it should read "shall be <br /> responsible to the Village Manager through the Director of Public Safety". <br /> Section 6, DUTIES- Toward the end of Subdivision 1 it should read "all local <br /> ordinances and statutory laws". <br /> Also in Section 6 the third line of Subdivision 3 should include "shall be <br /> • capable of and responsible for performing police, fire, etc.". <br /> Section 7, PUBLIC SAFETY OFFICERS, should be rewritten as follows : The <br /> existing Police, Fire and Civil Defense Departments as they are organized <br /> and operating as of the adoption of this ordinance shall be phased out of <br /> existence over a period of 18 months and their personnel shall be merged <br /> subject to Section 5 into the Department of Public Safety in accordance with <br /> the department's needs. Personnel in the Department of Public Safety shall <br /> be capable of performing both police and fire functions and services and <br /> shall be known as Public Safety Officers. <br /> In Section 9 in the 4th line it should be "this" ordinance rather than "the" <br /> ordinance. Also in Section 9 on the first line it should be 'organization" <br /> rather than "reorganization:' <br /> The first reading of the corrected Ordinance by the Village Attorney. <br /> Mr, John McDonald, a representative from Local 57, appeared in behalf of the <br /> Village of St. Anthony Police Department stating that they had voted unanimously <br /> as being against the proposed organization of the Department of Public Safety. <br /> Mr. McDonald also stated that Dale Gamachi from the Minneapolis Association of <br /> Fire Fighters had said that their organization would not work with the Village of <br /> St. Anthony if they combined departments. <br /> Mr. Cecil Haggerity, a representative from Local 664, appeared for the Village of <br /> St. Anthony Fire Department stating that on taking a secret ballot vote amongst <br /> the firemen, it was four for and four against the proposed Department of Public <br /> Safety with two members being absent and one not voting. <br />
