-3- <br /> Tim Smith, proprietor of the Village Locksmith, Inc. was represented by Mr. Greg <br /> Pulles, 1000 First National Bank Bldg. , who presented Mr. Smith's request for <br /> licenses to operate a recreation center as well as his locksmith business in his <br /> shop at 2522 Harding Street N.F. Mr. Pulles said the "economic crunch" had made <br /> it difficult for Mr. Smith to make a living solely on the locksmith business and <br /> that he felt his experience with the Volunteers of America where he worked with <br /> disturbed teenagers well qualified him to provide the supervision necessary to <br /> run such a recreation center. He said Mr. Smith' s discussions with the City Fire <br /> and Police Departments had encouraged him to remove walls and make other arrange- <br /> ments for the installation of the equipment necessary to the operation of the <br /> center and that the questions of restroom facilities had not been raised until the <br /> last few days before the Council meeting. <br /> There was some discussion of whether dual restroom faci.l_itio-s were required by the <br /> Public Health Department regulations or under the State Plumbing Code. Temporary <br /> use of a satellite was ruled out and Mr. Pulles said Mr. Smith could not afford <br /> to add another restroom to his shop at the outset of the operation but was willing <br /> to provide the restroom facilities if after a trial period of six months, the <br /> Council approved of the renewal of the licenses for the center. Mr. Smith told <br /> of his plans for preventing the use of liquor or drugs on the premises and assured <br /> Councilman Stauffer that he would have no large capital outlay which he might <br /> lose if the Council should decide the center was a "trouble spot" and close down <br /> the operation in March. When the City Attorney questioned whether keeping the <br /> center open until 1:00 A.M. on weekends might interfere with the curfew regulat- <br /> ions for the City the Mayor said it was up to the police to enforce the curfew <br /> • and Mr. Smith was advised to post the curfew regulations in the center. <br /> Motion by Mayor Miedtke, seconded by Councilman Sundland to authorize the <br /> establishment of the recreation center and grant the licenses for foos ball, <br /> billiards and pinball machines subject to the licenses and operation being re- <br /> viewed by the Council prior to renewal of the licenses in 1975 and with the <br /> requirement that toilet facilities for both sexes be provided and the operation <br /> meet all building codes, city ordinances as well as OSHA requirements. <br /> Before voting on the motion the following amendment was proposed: <br /> Motion by Councilman Haik, seconded by Councilman Stauffer to amend the motion <br /> requiring toilet facilities now but to require them if the licenses are renewed <br /> in March. <br /> Voting on the amendment: <br /> Aye: Haik, Sundland, Stauffer <br /> Nay: Miedtke <br /> Amendment carried. <br /> Amended motion carried. <br /> No action was taken on the application for a cigarette license for the recreation <br /> center. <br /> Any action which might result from information contained in the City Attorney's <br /> memo of October 9, 197+ regarding the regulation of bicycles on the pathways was <br /> tabled until some incident should require action be taken. <br />
