-•2-
Motion carried.
Councilman Sauer arrived at 7:50 P.M.
Mr. Gordon Hedlund, 1255 Pike Lake Drive, presented sketches of the two proposals
he was making for development of the land he owns across from Apache Plaza. He
said he did not intend to develop the top portion along Penrod Lane into
residential lots until he knew what disposition would be made of the lower portion
along Silver Lake Road.
In discussing his application for a public hearing on a conditional use permit to
convert the small residence he owns at 3909 Silver Lake Road into a service office
building, Mr. Hedlund stated he would specify the use of that house for a
contractor's office for himself if a conditional use permit could only be granted
for a specific use as stipulated in the ordinance. The City Attorney confirmed
that a contractor's office would meet such a criteria.
At 8:15 P.M. Mayor Miedtke left the meeting for a short time and before turn-
ing the chair over to Councilman Sundland indicated that he felt a public hearing
should be held on the request for a conditional use permit for 3909 Silver Lake
Road and a rezoning of part of Lot 11, 12 and 13, Block 6, Moundsview Acres, 2nd
Addition. for a Country Kitchen Restaurant as contained in the applications from
Mr. Hedlund.
During the conversations which followed between Mr. Hedlund, the Council and the
staff, Councilman Stauffer indicated her concern that there was not contained in
• the proposal an adequate buffer area between the proposed commercial and resident-
ial development of the tract. Mr. Hedlund reported what a planner had recommended
could be done to renovate the house for an office building, repeated his
conversations with the Ramsey County Highway Department regarding proposed access
to the tract when developed and stated he felt his renovation plan was very
similar to that allowed the Herfurth Real Fstate Company on the adjoining
property.
Mr. Vickrey advised the Council that in granting the conditional use permit for
the office -building they might also be granting a variance to the side lot
requirements of the City Ordinance.
Motion by Councilman Sauer, seconded by Councilman Sundland to direct the Planning
Board to hold a public hearing on January 21, 1975 on the Hedlund proposal to
rezone part of Lots 11, 12, 13, Block 6, Moundsview Acres, 2nd Addition for a
Country Kitchen restaurant in accordance with the application.
Motion carried.
Motion by Council.aan Sundland, seconded by Councilman Stauffer to direct the
Planning Board to hold a public hearing on January 21, 1975 on the Hedlund
proposal for a conditional use permit to allow renovation of the house at 3909
Silver Lake Road for a contractor's office pursuant to the application as sub-
mitted and orally amended at the Council meeting December 10, 197+.
• Voting on the motion:
Aye: Sauer, Sundland, Stauffer
Nay: Haik who then changed her vote to "Aye" after clarification by the Attorney
that a public hearing should be held for an application for a specific usage.
