2 <br /> In reporting the committee's contacts with State officials the councilman said Mr. <br /> Chuck Weichselbaum, District State Aid Engineer, said the proposed design would <br /> not meet state aid standards and Mr. Frank Marzetelli , Commissioner of Highways, <br /> indicated to the committee that their new proposal for 29th Avenue would not be <br /> acceptable to the State for MSA funding. However, the councilman said, the <br /> commissioner did agree that it might be possible to add including 1°No trucks" <br /> signs and stop sign at the Silver Point Park crossing. <br /> Mr. Thomas Shaeffer of the T.A.P. 29th Avenue committee said he did not have <br /> the same understanding of the conversation with the commissioner regarding the <br /> signage. He also reported that his committee had an "over the fence': agree- <br /> ment with most of the 29th Avenue residents on the new proposal but wanted firm <br /> figures to present before securing a signed agreement from them. <br /> Mr. David Freund, another T.A.P. representative, requested that these figures <br /> should include comparisons of the actual amounts of assessments the property <br /> owners of 29th would pay for the new proposal as well as for an MSA funded road. <br /> Motion by Councilman Sundland, seconded by Councilman Sauer to indicate Council <br /> approval of the concept of the steering committee's proposal for rebuilding <br /> 29th Avenue N.E. as presented with the understanding that the proposal must be <br /> presented to the property owners on that street for their approval . <br /> Mayor Miedtke then proposed this motion be amended to increase the width of <br /> the driving lanes to 30 feet because he feared the proposed 24 ft. width might <br /> result in a traffic hazard at the intersections and might hinder the movement of <br /> emergency vehicles down the street. His motion to amend died for lack of a <br /> second. <br /> • Motion carried unanimously. <br /> Councilman Stauffer said she thought the City Engineer should be requested to <br /> study the plans to determine if the design should be altered to avoid any of the <br /> hazards mentioned by the Mayor. <br /> As a member of the Bicentennial Committee Councilman Haik told of proposed land- <br /> scaping plans her committee had for 29:h Avenue wn•-n the new roadway is built. <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to direct the City <br /> Engineer to prepare an estimate of the costs which would be involved in the cons- <br /> truction of 29th Avenue to either a 5 or 7 ton design and to update to 1976 <br /> construction costs figures the estimates for a 40 ft. , 9 ton road which would meet <br /> the MSA standards. His report was to include the comparison of amounts which <br /> would be assessed to property owners on 29th for each design. He was also re- <br /> quested to review the new plans and report any traffic hazards he could forsee <br /> if the road were built to the suggested specifications. His report was re- <br /> quested to be given to the Council at their next meeting, September 23rd. <br /> Motion carried unanimously. <br /> Councilman Haik reported that the residents of Silver Lane were interested in <br /> discussing the possible turnback of that streeL to the City by Ramsey County <br /> earlier than the November lith council meeeting. Mr. Dulgar said he did not <br /> • think Ramsey County would be anxious to consider this change until it had complet- <br /> ed the rebuilding of Silver Lake Road. <br /> Motion by Councilman Haik, seconded by Councilman Sundland to hold a special <br /> public meeting during the September 23rd Council meeting regarding the possibility <br />
